China Petrochemical enterprises in Jiangxi consciously fulfill their social responsibilities, actively participate in precision poverty alleviation, support social welfare undertakings, and persist in volunteer service. Open a love station to help motorcycle riders return home, help poor students and serve rural areas, agricultural machinery and agriculture. In order to help solve the problem of poor students’ basic education, from 2005 to 2007, Jiangxi Petroleum invested 50 million yuan to donate 134 hope schools in the province, with a new school building area of 180,000 square meters, ensuring that there is at least one Sinopec Hope School in each county.   受中国石化集团公司宣传工作部委托、根据发布会工作组安排,我代表中国石化驻赣企业向大家介绍《“中国石化在江西”——中国石化驻赣企业白皮书》。这是中国石化驻赣企业首次联合发布的白皮书,也是中央驻赣企业首次以整体名义发布企业白皮书。

This is the largest green enterprise creation operation in the whole industrial chain in China.Huang Runqiu, Vice Minister of Ecology and Environment, Li Shousheng, President of China Petroleum and Chemical Industry Federation, and Dai Houliang, Chairman of China Petrochemical Co., Ltd. attended the launching ceremony. Ten enterprises, including Zhenhai Refining & Chemical Company and Jiangsu Oilfield, affiliated to China Petrochemical Company, signed a letter of commitment to create a green enterprise. On April 20th this year, on the eve of the 49th Earth Day, the third season of the "State-owned Enterprise Open Day" and the China Petrochemical Public Open Day was officially launched. Fifty enterprises affiliated to China Petrochemical opened in 36 cities in China on the same day, and nearly 2,000 people visited the factory. This is also the largest public open day activity in China’s industrial enterprises and the first branded public open day activity of central enterprises. This activity has successfully built a bridge between enterprises and the public, and promoted the higher quality, more efficient and more sustainable development of enterprises.

  As the main channel of refined oil supply in Jiangxi Province, China Petrochemical integrates refining and sales in Jiangxi Province, including Jiujiang Petrochemical and Jiangxi Petroleum, which are familiar to everyone. In recent years, especially since the 18th National Congress of the Communist Party of China, under the correct leadership of the Jiangxi Provincial Party Committee and the provincial government and the Party Group of China Petrochemical Group Corporation, China Petrochemical enterprises in Jiangxi have actively fulfilled the political, economic and social responsibilities shouldered by the central enterprises, firmly established and implemented the new development concept, and thoroughly implemented the working policy of "innovation leading, green rising, doing practical work, prospering Jiangxi and enriching the people", being good corporate citizens and making positive contributions to building a beautiful model of Jiangxi in China.   The purpose of this conference is to release to the society the work done by China Petrochemical enterprises in Jiangxi in fulfilling their social responsibilities and serving local economic and social development. Now, I would like to introduce the main contents of the white paper:

  It includes five chapters: production and management, scientific and technological innovation, green development, people-oriented responsibility and social evaluation.

  The first part: production and operation. It is divided into two parts: high-quality supply guarantee and safe production.

  "High-quality supply guarantee" reflects that China Petrochemical enterprises in Jiangxi seriously implement the arrangements of the provincial party committee and government, ensure the supply of refined oil market in a special period, and constantly consolidate the transportation network of refined oil, effectively ensuring the stable supply of refined oil market in Jiangxi Province. At the same time, China Petrochemical enterprises in Jiangxi always put quality first, relying on quality leadership to gain advantages, lead the market and support development. Let everyone know the path for enterprises in Jiangxi to practice "every drop of oil is a promise", which is not limited to oil products, but also includes other products and services we provide. For example, Jiangxi Petroleum establishes LIMS laboratory information management system to monitor the analysis progress and detection links of oil products in real time to ensure more efficient and accurate oil products detection. Jiujiang Petrochemical Quality Management Center, as a national laboratory, always keeps the qualified rate of products leaving the factory at 100%, and the qualified rate of sampling inspection by the national quality supervision department at 100%.

  "Safe production" mainly introduces establishing a stricter safety management system, firmly establishing the concept of "life first, safe development", advocating "safety first consciousness" and "red line consciousness", strengthening system implementation, strictly accountability and accountability, and building a responsible enterprise that people are satisfied with. In this regard, we have built a relatively complete safety management system covering the entire industrial chain.

  The second part: scientific and technological innovation. It is divided into three parts: intelligent gas station, intelligent factory and invention patent.

  "Smart Gas Station" mainly introduces that Jiangxi Petroleum applies cutting-edge technologies such as Internet, cloud computing and big data to gas stations from the convenience of customers, gradually realizes the strategic transformation from traditional oil distributors to integrated service providers, and leads the gas station business to develop in an intelligent direction.

  "Smart Factory" introduces that Jiujiang Petrochemical has realized intelligent applications with the characteristics of "automation, real-time, visualization, modeling and integration" in five business areas, such as "planning and dispatching, safety and environmental protection, device operation, energy management and IT management and control", and has built a petrochemical smart factory integrating green, efficient, safe and sustainable development. The enterprise was also awarded the first batch of demonstration enterprises in China with the integrated management system of "industrialization and modernization".

  At the same time, we have continued to tackle key scientific and technological problems and formed a number of core technologies and patented technologies with international competitiveness.

  Part III: Green development. It is divided into two parts: green and low-carbon, and open door.

  "Green and Low Carbon" highlights that China Petrochemical enterprises in Jiangxi attach great importance to environmental protection, implement clean management in the whole process from production to sales, promote the establishment of green enterprises, establish environmentally friendly enterprises, and make contributions to the construction of beautiful Jiangxi. Enterprises have been rated as advanced units in China Petrochemical Company for many times in energy saving, emission reduction and clean production.

  At the same time, with the goal of "clear water and blue sky", we vigorously implemented the oil and gas recovery and transformation project, installed oil and gas recovery devices in the whole process from refining to oil product sales, and transformed the sewage discharge facilities to realize that wastewater does not go out, waste gas does not go to the sky, and there is no odor in the device area.

  First of all, actively integrate into Jiangxi, and build an oil resource supply system that matches Jiangxi’s economic development. The supply of refined oil is a major event related to the national economy and people’s livelihood, and it is the sacred duty of China Petrochemical Company. Since the "Twelfth Five-Year Plan", China Petrochemical, as the main channel of refined oil supply, has provided more than 40 million tons of refined oil for Jiangxi market. China Petrochemical’s two enterprises in Jiangxi closely cooperate and complement each other, thus building a perfect link for Jiangxi’s economic ecological circle.

  Secondly, actively increase investment, fill up the oil and make full efforts to contribute to the rise of Jiangxi in the central region. For example, the investment of 3.1 billion yuan to build 936 kilometers of refined oil transportation pipeline has broken through the bottleneck of traditional transportation methods. With huge investment, Jiujiang has been built into a petrochemical industrial base with strong competitiveness in the central region. At present, China Petrochemical has a primary processing capacity of 10 million tons/year of crude oil and a supply capacity of 6 million tons/year of refined oil in Jiangxi. Under the environment of uneven oil quality in the market, we fill more than 600,000 vehicles with high-quality oil every day on average. According to statistics, in recent years, the local taxes and fees paid by the two enterprises have reached the scale of 13 billion yuan per year, ranking first in the province.

  The third is to actively repay the society and take the initiative to shoulder social responsibilities such as improving rural basic education and tackling poverty. From 2005 to 2007, China Petrochemical invested a total of 50 million yuan to build 134 Hope Primary Schools in the province, with a newly-built school building area of 180,000 square meters, ensuring that there is at least one China Petrochemical Hope Primary School in each county (city). For more than ten years, we have been paying close attention to the growth of Hope students with local branches as units. Since the "Twelfth Five-Year Plan", enterprises in Jiangxi have invested more than 20 million yuan in 94 poverty alleviation projects in the province, such as Baishi Village, Wenwuba Town, Huichang County, to help farmers get rid of poverty and become rich by improving their own hematopoietic function.

Wang Biao:China Petrochemical actively practices the concept of green development, actively participates in the "green revolution", strives to create a new industrial image with low consumption, high efficiency, cleanliness and environmental protection, strives to create new competitive advantages in green and low-carbon development, and promotes the high-quality development of the energy and chemical industry.

  Jiangxi Petroleum strictly implements the requirements of "identifying major risks, eliminating major hidden dangers and eliminating major accidents", and the leaders take the lead in contracting major environmental risk points. The company continued to implement green and low-carbon development, and completed the upgrading of oil quality in all stages ahead of schedule, and invested a total of 296 million yuan to carry out "clear water and blue sky" renovation projects such as oil and gas recovery device in the reservoir station, sewage separation and sewage treatment device in the oil depot, and accident pool renovation.
