See Shenzhen client Shenzhen News Network on December 17, 2020.(Jing Bao reporter Ke Ji correspondent Zhang Wenting) The scattered ancient ancestral halls, ancient wells and ancient trees have renewed their vitality under the joint efforts of artists. Light, shadow, time and traces are like three main lines, which are slowly unfolding with the ancient Longjin River; The infiltration and integration of local elements such as oysters, salt and sea with ancient villages of thousands of years is also a historical dialogue that spans thousands of years.

Nowadays, Jinhao Town, located in the land of Haoxiang, has been transformed into a punching place for "online celebrity". Tourists come here to try to touch the new window of cultural heritage of Shajing ancient market and exploration of urban construction and development model, and explore innovative models of urban renewal in the symbiosis of ancient villages and modern cities.

The butterfly change in Shajing Street area (Jinhao Town) is a true portrayal and interpretation of all this.

In recent years, Bao ‘an has made every effort to build the largest square kilometer urban renewal project in the city, which is the type of "contiguous old villages+historic district protection and activation". By adopting the implementation path of "key urban renewal units+historic district activation" and the mode of "government planning and overall planning+market main body implementation", Bao ‘an has made great efforts to explore an innovative model of urban renewal and historical and cultural heritage protection, and helped Shenzhen to build a pioneering demonstration zone in Guangdong-Hong Kong-Macao Greater Bay Area and Socialism with Chinese characteristics.

Challenge-the complexity and implementation difficulty of the current project can be called the most updated project.

"The demolition land area of this project is 1.4 square kilometers, which is equivalent to three major renovations. It is the largest renovation project of old houses and villages in the city, and it is also the first key urban renewal unit with’ historic area revitalization’ as the core. The historic area to be renovated and activated is 23 hectares, and the complexity and implementation difficulty of the project status quo can be called the most updated project." The relevant person in charge of Baoan District Urban Renewal and Land Preparation Bureau said this in an interview with Jingbao reporter.

What you said is true.

On-site visit, you will find that the current situation of Shajing Street Area (Jinhao Town) project is mainly urban villages.

The data shows that the total construction area is about 2.17 million square meters, and there are 5,687 buildings, and the rights subject involves 13 joint-stock cooperative companies, such as Haoyi, Haoyi, Yabian and Xinyang, which is difficult to coordinate. Six urban primary and secondary trunk roads, such as Haoxiang Road, need to be broken, and nine planned urban branch roads need to be implemented. More than that, there is a serious shortage of public degrees in the district. There are only two schools, namely, Oyster Primary School and Vocational High School. There is a serious shortage of public schools, and the willingness to renew and transform the district is very strong. However, there are a large number of historical relics and historic buildings with protection value in the area, which is of great significance.

Break the game-

Let planning go ahead and find identity.

How to break the game?

Baoan explores the establishment of an incentive mechanism for the protection of historical and cultural heritage. The contiguous old villages and historic areas in Shajing Street area will be included in the scope of urban renewal, demolition and reconstruction, and the indicators will be transferred to the scope of construction land by means of floor area ratio transfer or reward to achieve a balance of interests.

It is particularly worth mentioning that the historic area of Jinhao Town has been planned with protection as the basic principle. In order to solve all kinds of problems, the District Urban Renewal and Land Preparation Bureau has included about 3 square kilometers around Shajing Street Area (Jinhao Town) in the overall planning scope, and through the overall planning of land use structure and layout, road traffic organization, public facilities, Longjin River regulation, historical and cultural renovation and activation, the cultural protection of Shajing Street Area (Jinhao Town) has been solved in a package. The plan puts forward the idea of "benefit sharing, unified accounting and overall balance" to realize the win-win situation for all stakeholders of the government and the community. In the planning sequence, the implementation strategy of "classification, segmentation and staging" is formulated.

Path—

Reconstruction of contiguous old houses+revitalization of historical and cultural blocks

Planning first, leading the urban renewal.

According to the research results of Baoan District Urban Renewal and Land Preparation Bureau, Shajing Street is one of the four core functional areas in the western center of Shenzhen, a regional public vitality center dominated by tourism, leisure, business and cultural creativity, and a marine cultural landmark in Guangdong-Hong Kong-Macao Greater Bay Area. It is suggested that "International Convention and Exhibition City+Shajing Street" be included in the new living room of the seventh largest city after the six new living rooms in Shenzhen; "Shajing Street" is a new key construction area after being included in 17 key areas in Shenzhen, and the implementation path of "key renewal units+revitalization and renovation of historical blocks" is innovatively put forward.

Strengthen government leadership and make good use of market forces. Baoan took the initiative to integrate the resources of Shajing Street, and set up a headquarters with the district head as the commander, the leaders in charge of the district as the deputy commander, and all functional departments and streets as members, and held regular meetings on project work from time to time to promote project implementation.

Leading by Party building, bright red party flag is flying high in the front line of work!

Baoan firmly established the working concept of "Party Building+Project", and led by Party Building, it condensed the overall situation consciousness and developed consciousness of party member cadres. Shajing Sub-district Office innovatively established the Party Committee of Jinhao Town Area (non-institutional regional party organization), which stimulated the internal motivation of grassroots governance and common development from the bottom up. Through the distribution of brochures, policy propaganda, guiding on-the-spot investigation, surveying and mapping, pioneering and exemplary driving by party member, all mobilization and individual interviews, we will jointly carry out the collection of renewal willingness of 3,094 plots within the scope of demolition.

Baoan also relies on the "good medicine" of innovation, innovates the working system, implements various means, and comprehensively applies the brand-new mode of "demolition and reconstruction+comprehensive improvement+land preparation" to solve the problem of secondary development of about 3.1 square kilometers of stock land around the area.

No closure, open the door and ask for advice!

Bao ‘an opened its doors, invited experts to make suggestions, invited the whole people to make suggestions, understood public opinion, gathered people’s wisdom, gathered people’s strength, and brainstormed: set up workshops, invited relevant industry leaders, urban planning and design experts, cultural relics protection experts and local villagers to regularly discuss the pulse, diagnose problems in time, and put forward solutions.

Vision-

Promote traditional culture and integrate fashion life.

In 2019, the key renewal unit plan of Shajing Street Area (Jinhao Town) was reviewed and approved by the district and reported to the Municipal Planning and Natural Resources Bureau for consideration; In March and April of 2020, it was reviewed and approved by the executive meeting of the Municipal Renewal Bureau and the business meeting of the Municipal Planning and Natural Resources Bureau respectively; In June, the key renewal unit of Shajing Street Area (Jinhao Town) was approved by the municipal government and announced, which belongs to the largest urban renewal project in the city.

The blueprint slowly unfolded.

Baoan is relying on the traditional ancient ruins culture of Shajing and taking the development axis of "oyster culture" as a series of historical contexts to show the thickness of Shenzhen’s Millennium history and culture and create a new business card for an international humanistic city.

A "Jinhao Town" with perfect infrastructure, complex functions, livable and suitable for business, beautiful environment and strong cultural atmosphere, which plays an important role in the process of urban development, will make the shining business card of "the core of the Bay Area, creating highland intelligently and sharing home" even more dazzling in Greater Bay Area and the world.

Shajing Street Area (Jinhao Town) is located in the center of Shajing Street, Bao ‘an District, Shenzhen, starting from Huanzhen Road in the east, West Ring Road in the west, Liaofeng Road in the south and North Ring Road in the north. The overall planning area of the project is about 3.1 square kilometers, and the area to be demolished is 1.4 square kilometers, including 23 hectares of Shajing Ancient Ruins.

It is also called "Shajing Ancient Market", together with Dongmen Old Street, Shatoujiao Old Street and Guanlan Ancient Market, it is called "Four Ancient Markets" in Shenzhen, and has a history of thousands of years since the Song Dynasty. There are 29 cultural relics protection units in various historical periods such as Song, Ming, Qing and Republic of China in the ancient ruins, and a large number of buildings with historical features. As a whole, it presents the spatial pattern of a half-moon ancient village with a fishbone pattern, and gradually breeds a world-renowned marine culture represented by oyster culture, which has high overall protection value.

However, the current historical buildings are seriously damaged, and there are some problems in the area, such as the unsmooth roads, the lack of public interest facilities and serious waterlogging, and the willingness to update the area is very strong.

In October, 2020, when General Secretary of the Supreme Leader visited Chaozhou Ancient City and Shantou City in Guangdong Province, he successively emphasized: in the process of transforming the old city and developing the new city, it is necessary to protect the historical and cultural remains of the city, continue the urban context, and make history and contemporary complement each other; On the premise of strengthening protection, we will carry out urban infrastructure construction, organically integrate into the atmosphere of modern life, and let the ancient cities glow with new vitality.

All along, Baoan District has fully implemented the spirit of the important instructions of the 19th National Congress of the Communist Party of China and the General Secretary of the Supreme Leader, adhered to cultural protection in urban renewal and transformation, paid attention to the continuation of the historical context of the city, and encouraged the micro-transformation of "embroidery kung fu" to make the city remember and make people remember homesickness.

Under the background of "two-zone drive", we will explore the establishment of an incentive mechanism for the protection of historical and cultural heritage, and bring the contiguous old villages and historic districts in Shajing Street area into the scope of urban renewal, demolition and reconstruction, and protect, conserve and activate historical buildings and historic districts in accordance with the requirements of the approved special plan for the protection of historic districts, so as to create historic districts with demonstration effect and leading role.

The list of endangered Yangtze finless porpoises for 20 years has not further affected the protection effect

Original title: The Yangtze finless porpoise is on the verge of "extreme danger"-the national key protection list has not been updated for 20 years, which leads to the lag of law enforcement and affects the protection effect

The existing list of species protection in China has not been systematically updated in the past 20 years. The list of national key protected wild animals was promulgated in 1989, and the list of national key protected wild plants (the first batch) was promulgated in 1999, and it has only been fine-tuned once so far; The List of National Key Protected Wild Plants (Second Batch) has been in the state of "discussion draft" and has not yet been officially promulgated.

The past two or three decades have witnessed the fastest economic development and urbanization in China, especially in the eastern and southern parts with high population density. Many natural habitats have been developed and changed, and resource utilization and human activities have intensified, resulting in habitat loss and fragmentation, which has greatly reduced the distribution and number of wild animal populations.

The population of the Yangtze finless porpoise, which was once affectionately called "Jiang Pig" by the residents along the Yangtze River because of its naive and extremely common behavior, has declined rapidly in the past 20 years, from 2,700 in 1991, 1,800 in 2006 and 1,050 in 2012 to less than 1,000 now-a figure that worries people who care about the protection of the finless porpoise.

Following the functionally extinct baiji, the Yangtze finless porpoise has been known as the "giant panda in the water" for more than 10 years, and the recent related research has even divided the Yangtze finless porpoise into an independent species. However, the "giant panda in the water" has not been treated as a giant panda: in the list of key protected wild animals in China, the finless porpoise has not changed since it was designated as a second-class protected animal in 1989. Although experts and conservation organizations keep calling for upgrading, the Ministry of Agriculture and the State Council have issued documents to strengthen the protection of finless porpoises, but the adjustment of the list involves the coordination and unification of various departments in charge of wildlife protection, so it has not been realized.

The lag of protection level cannot be said to have no influence on the living conditions of Yangtze finless porpoises today.

The Red List of Endangered Species published by IUCN divides the endangered species into nine grades, which are evaluated and updated by experts all over the world about every five years. It also includes the evaluation results of China species regularly organized by the National Endangered Species Science Committee of China, that is, the Red List of China Species. The rating of Yangtze finless porpoise in IUCN Red List was "endangered" in 2000, and it was upgraded to "extremely endangered" in 2013, only one step away from "extinction in the wild".

China Nature Watch 2016, an independent analysis report jointly issued by a number of nature conservation agencies and the Research Center for Nature Conservation and Social Development of Peking University, pointed out that the IUCN Red List involves threatened species in China (including critically endangered, endangered and vulnerable), and 405 of them are not included in China’s protection list; However, 197 species in China’s protected list are "non-endangered" species in IUCN’s red list-this means: on the one hand, a considerable number of endangered species are not protected by Chinese laws; On the other hand, some species that are not endangered may occupy limited conservation resources.

Specifically, there are the following situations:

First, it has been endangered for a long time but has never been included in the list. For example, the spoonbill snipe is a migratory bird passing through the eastern and southern coastal beaches of China. At present, the population in the world is estimated to be less than 100 pairs, and the habitat along its migration route, especially the development of coastal wetlands in East Asia, is the main reason for the extreme endangerment of this species. The IUCN Red List assessed it as endangered in 2004, and soon adjusted it to extremely endangered in 2008. However, this species was not included in the list of key protected animals in China, but only appeared in the List of Terrestrial Wild Animals Protected by the State (referred to as the "Three Lists").

Second, in the past 20 years, it has become endangered from no danger. For example, the well-known "sparrowfinch", the yellow-breasted flounder, still had a huge population and was widely distributed in the 1990s. In 2000, it was assessed as a non-endangered species in the IUCN Red List, and then its population plummeted due to excessive killing and eating and the large occupation of rice fields in its main habitat, and it was assessed as extremely endangered in 2017. At present, the sparrows are not listed in the List of National Key Protected Wild Animals.

Third, it has been included in the protection list, but the level is lower than the actual endangered situation. In addition to the Yangtze finless porpoise, another example is the yellow-lipped fish, a species endemic to China, which is rated as extremely dangerous in the IUCN Red List. But like finless porpoises, yellow-lipped fish is only Grade II in the List of National Key Protected Wild Animals. Yellow-lipped fish is one of the rarest species in the family Sciaenidae, with low protection rating, serious lack of public concern and national protection; In addition, some news media reported positively that fishermen caught yellow-lipped fish and sold it at a sky-high price, which aggravated the pressure of overfishing on this species.

Fourth, the list of the second batch of key protected plants has been delayed, and a number of endangered plants cannot be effectively protected. More than 2,000 species of plants threatened with extinction in the "second discussion draft" have not been protected by law due to disputes over jurisdiction by several competent authorities. Most of these plants have great economic value, so the wild population is over-utilized. For example, there are no restrictions on the mining and trading of wild ginseng in China, and sometimes it is even encouraged by individual news media. The situation is similar to that of wild Dendrobium candidum and Dendrobium huoshanense.

Fifth, some species endemic to China, but not endangered, are listed in the protection list. For example, Davidia involucrata, clover and Tibetan wild donkey are all national first-class protected species, but the number of wild populations is very large. According to China Nature Watch 2016, the protection of these species is improving.

China Nature Watch 2016 also assessed the protection status of all species in the current List of National Key Protected Wild Animals/Plants and all China species (1085 in total) on the threatened list in the IUCN Red List from 2000 to 2015. The results show that only 102 species have improved, 738 species have deteriorated, and the remaining 245 species lack information.

It can be seen that the outdated list leads to the lag of law enforcement, which is one of the reasons for the deterioration of the protection of quite a few threatened species. There are many reasons why the catalogue has not been updated, and the lack of species information, especially the reliable information of population number, actual distribution and change, is only one of them. With the country’s attention to species protection and the promotion of the whole society’s awareness of protection, especially the opportunities for the general public to participate in natural observation of birds and beasts are increasing and deepening, and the information gaps are being filled step by step. Another major obstacle affecting the updating of the directory is the deadlock caused by the difficulty in coordinating multi-sector management. It is expected that the integration of natural resource management departments will help solve the problem of multi-sector management of wildlife protection. In fact, the People’s Republic of China (PRC) Wildlife Protection Law (Revised Draft), which came into effect on January 1, 2017, has written into the law that the list of protected animals should be updated every five years. Therefore, it is imperative to update the list as soon as possible.

For the adjustment of the list, we suggest to establish an evaluation standard based on experts and scientific data on the basis of referring to the research reports such as IUCN Red List of Endangered Species, China Red List of Species and China Nature Watch 2016, and comprehensively sort out and rate the species in China, so as to adjust the protection level. For example, the IUCN Red List can include endangered and extremely endangered species, and the species with a score lower than -2 (inclusive) in the reference of China Nature Watch 2016 can be adjusted as national first-class key protected species; Adjust (or reserve) flagship species such as giant panda, snow leopard and Chinese white dolphin, umbrella species and top predator species in the ecosystem as national first-class key protected species; The species in the discussion draft of "List of National Key Protected Wild Plants (Second Batch)" will be officially promulgated to make it legally effective. In principle, non-endangered and low-endangered species will not be removed from the list, but only downgraded. For example, if the species in the current protection list are non-endangered and near-endangered in the IUCN Red List, and the score in China Nature Watch 2016 is higher than -1 (inclusive), it will be adjusted to the national second-class key protected species; Extinct species are indicated separately; Remove the taxonomically proved species (such as heterophylla japonica) from the list.

We earnestly hope that the "Updated List of National Key Protected Species" will be put on the legislative agenda as soon as possible and promulgated as soon as possible, so that all the truly endangered species can be protected by law.

The judge said that in the execution procedure, if the nature and shareholders of a one-person company change, can the original shareholder be added as the executor?

Huaifa Case [2023] 36

In practice, when a one-person company becomes an executor and its property is insufficient to pay off its debts, its sole shareholder will often be applied to be added as the executor to share the debts with it. At this time, if the shareholders of a one-person company transfer their shares to many people and the nature of the company changes, can the original shareholders be added as the executor? In this issue, the judge said that through an execution objection case examined by Judge Liu Zhilin of Huaiyin Court, we can jointly understand relevant legal issues.

In the case of labor contract dispute between Wu and Company A, the court ruled that Company A paid Wu 450,000 yuan for labor service. Company A failed to fulfill the obligations determined by the effective judgment, and Wu applied to Huaiyin District Court for compulsory execution. During the execution, the court ruled to terminate the execution procedure because Company A had no property to execute. Therefore, Wu applied to the court to add Company B, the sole shareholder of Company A, as the executor. During the objection review after the court accepted it, it was found that Company B had transferred its equity to Lin, Liu and Ma, and the nature of Company A was changed to a limited liability company.

Company B argues that it is independent of the property of the person subjected to execution, the person subjected to execution still has enough assets to pay off debts, and it is no longer a shareholder of the company, so it does not agree to add it as the person subjected to execution.

Huaiyin Court considered that Company A and Company B, knowing that the court had accepted Wu’s application to add Company B as the executor of the case, and had completed the service, investigation and hearing, were still carrying out equity transfer and changing the nature of the company during the case review, which was suspected of obstructing the case review and evading liability. The court refused to recognize this. In order to protect the legitimate rights and interests of the successful parties, the court will handle it according to the actual situation of Company A at the time of accepting the case.

According to the provisions of Article 20 of the Supreme People’s Court’s Provisions on Several Issues Concerning Alteration and Addition of Parties in Civil Execution, if a one-person limited liability company is an executor, and its property is insufficient to pay off the debts determined by the effective legal documents, and the shareholders cannot prove that the company’s property is independent of their own property, the applicant for execution may apply for adding the shareholder as the executor and bear joint and several liabilities for the company’s debts. In this case, when the case was accepted, Company A was a one-person limited liability company, and our court did not find any property available for execution in the name of the company. Although Company B claims that Company A, the person subjected to execution, still has enough assets to pay off debts, but it has not submitted the property clues about Company A to the court, which will not be recognized by the court. According to the above provisions, one-person limited liability company, as the person subjected to execution, has insufficient property to pay off the debts determined by the effective legal documents, and the sole shareholder, Company B, should bear the burden of proof that its property is independent of that of Company A, but the evidential materials submitted by Company B are insufficient to prove that the property of Company A is independent of its property, so the court supports Wu’s additional request.

In the end, Huaiyin Court ruled that Company B was added as the executor of the case. After the ruling was made, neither party filed a reconsideration, and now the ruling has come into effect.

The independent system of corporate personality and the limited liability system of shareholders are the two cornerstones of modern company law, which have effectively promoted the vigorous development of China’s company system. However, individual shareholders abuse these two systems to avoid debts and damage the rights and interests of the company and other shareholders. One-man company, as a special company form with only one-man shareholder, means that the shareholder enjoys absolute control in the company, which greatly increases the risk of shareholders abusing the independent status of corporate personality and the limited liability system of shareholders. For this reason, the legislation has set a lower threshold for denying the corporate personality of a one-person company. For example, in the Provisions of the Supreme People’s Court on Several Issues Concerning Alteration and Addition of Parties in Civil Execution, the procedural convenience of adding a shareholder of a one-person company is realized, that is, as long as the company’s property is insufficient to pay off debts and the one-person shareholder cannot prove that the company’s property is independent of its own property, the shareholder is directly added to bear joint and several liabilities for the person subjected to execution.

However, in practice, it often happens that shareholders of one-person companies transfer their shares. Should the original shareholders bear the responsibility at this time? In our opinion, we should not take it as the "original shareholder" or "current shareholder" to determine whether to bear the responsibility, but should consider comprehensively the time when the debt occurs, whether there is hotchpot between the shareholders and the one-person company, and the time when the equity transfer occurs. In this case, when the debt occurred, Company B was a shareholder of Company A, and Company B could not prove that Company A’s property was independent from its property, and the case had entered the execution procedure when Company B transferred its equity, so even if Company B is not a shareholder of Company A at present, it should still be listed as the executor.

Provisions of the Supreme People’s Court on Several Issues Concerning Alteration and Addition of Parties in Civil Execution

Article 20

As a one-person limited liability company subject to execution, the property is not enough to pay off the debts determined by the effective legal documents, and the shareholders can’t prove that the company’s property is independent of their own property, and the people’s court shall support the application for the executor to change and add the shareholder as the person subject to execution and bear joint and several liabilities for the company’s debts.

The installed capacity has increased substantially.

The new energy installed capacity has increased substantially, further consolidating its important position in power installed capacity. According to the Report, in 2024, the cumulative installed capacity of wind power reached 520 million kilowatts, and the cumulative installed capacity of photovoltaic reached 890 million kilowatts. The world’s highest altitude photovoltaic project and the largest "fishing and light complementary" project were put into production; The development of new energy storage is centralized and large-scale.

Technological innovation is an important driving force for industrial upgrading. In 2024, the maximum off-line stand-alone capacity of onshore wind power will increase to 15 MW, and the maximum off-line stand-alone capacity of offshore wind power will reach 26 MW. The conversion efficiency of photovoltaic crystalline silicon cells is significantly improved, the cost of photothermal power generation is reduced, and the iteration of energy storage technology is accelerated.

While accelerating the development of new energy sources, China has strengthened the regulation ability of power system to ensure the safety of power grid. During the National Day of 2024, the first market-oriented transaction of distributed new energy to ensure safety and promote consumption was piloted in Jianshan New District, Jiaxing City, Zhejiang Province. It is reported that the holiday photovoltaic resources are locked in advance through research and judgment, and when the regional load drops obviously and the photovoltaic is inverted, the winning bid resources are called as needed, with a total clearing capacity of 10 MW and all of them are implemented.

"During the holidays, most enterprises have a holiday. Through market-oriented means, photovoltaic adjustable capacity resources can be effectively managed and deployed during the period when the power grid load is significantly reduced and the photovoltaic power generation power is high, supporting the safe and stable operation of the power grid." Liu Xing, deputy director of the marketing department of State Grid Jiaxing Power Supply Company, said that electricity market trading has become an important way to help the high-quality development of new energy.

According to the Report, in 2024, new breakthroughs will be made in market-oriented transactions, with the trading power of green electricity and green certificates reaching 446 billion kWh, up 364% year-on-year, and the market-oriented trading power of new energy accounting for 47%.

In terms of international cooperation, China contributed one-third of the global investment in clean energy transformation, and provided clean energy products to more than 200 countries and regions. The total contracted amount of overseas hydropower, wind power and photovoltaic projects reached US$ 38 billion.

Zhang Zongliang, an academician of China Academy of Engineering, said that China’s newly installed renewable energy sources such as wind and light have contributed more than 40% to the world, ensuring the safety of supply chains such as photovoltaic modules and wind turbines in various countries. China’s renewable energy industry is becoming the backbone of promoting global energy transformation and coping with climate change.

  Hydropower innovation becomes the key

The rapid growth of new energy installed capacity puts forward higher requirements for hydropower development.

The data shows that in 2024, the cumulative installed capacity of conventional hydropower in China was 377 million kilowatts, accounting for 11.3% of the power system; The power generation is 1.36 trillion kWh, accounting for 13.7% of the national power generation, and accounting for nearly 40% of the renewable energy generation. Hydropower still plays an important role in clean power supply. At the same time, hydropower can start and stop quickly, operate flexibly and provide inertia support. It is an important supporting and regulating power supply for power system and plays an important role in promoting the consumption of new energy.

"In the face of the new situation and new requirements, the functional positioning of hydropower in the power system with equal emphasis on power supply and flexible regulation will be further consolidated, and the flexible regulation in the medium and long term will become more and more significant." Dr. Li Sheng, dean of the Hydropower Planning and Design Institute, said.

In terms of continuous incremental hydropower development, Dr. Li said that it is necessary to deepen the research on hydropower planning (adjustment) in combination with the new orientation of hydropower development, and steadily promote the approval of hydropower planning in key river basins. Strengthen policy support, mechanism improvement and land guarantee, accelerate the construction of major hydropower bases and leading reservoir power stations, and promote the development and construction of a number of high-quality medium-sized hydropower stations according to local conditions.

In terms of innovation to promote the upgrading of existing hydropower, Dr. Li believes that it is necessary to systematically carry out relevant research on the potential of hydropower expansion in major river basins in China, improve the investment recovery mechanism and management system of hydropower expansion, and strive to promote the implementation of hydropower expansion in a number of river basins with high degree of development, system demand and good work foundation. Strengthen the joint optimal operation of cascade hydropower in river basins, strengthen the coordinated operation of hydropower, water conservancy and power grid, tap the hydropower potential of existing river basins and enhance comprehensive benefits.

Compared with conventional hydropower, pumped storage power station has stronger regulation ability. In January this year, Unit 6 of State Grid Xinyuan Liaoning Qingyuan Pumped Storage Power Station, the largest pumped storage power station in Northeast China contracted by () Group Beijing Survey, Design and Research Institute Co., Ltd., was officially put into commercial operation, marking that Qingyuan Pumped Storage Power Station was fully put into operation for power generation. Since the first unit was put into operation in December, 2023, the power station units have been started on demand and responded quickly, giving full play to the important role of "stabilizer, regulator and balancer" of pumped storage. After the power station is put into full operation, it will effectively improve the consumption level of new energy in Liaoning Province and even in Northeast China.

"Pumped storage, as a flexible regulated power supply with the most mature technology, the most economic advantage and large-scale development potential, is an important technical support for accelerating the construction of a new power system, and it is of great strategic significance to promote its high-quality development." Zhao Zenghai, vice president of the General Institute of Hydropower Planning and Design, said that it is necessary to strengthen technological innovation, improve the system and mechanism, optimize the cost level of pumped storage projects, and continuously maintain the competitiveness of pumped storage in new power systems.

  Turn to "market+technology" drive

According to the Notice on Deepening the Market-oriented Reform of On-grid Electricity Price of New Energy to Promote the High-quality Development of New Energy, from June 1st this year, all newly put into operation new energy power generation projects will be traded in the market in principle, and the electricity price will be decided by the market. The uncertainty of future electricity price and yield will increase, so the market will have a certain wait-and-see mood.

"The full entry of new energy into the market is a sign that the industry is maturing, and it may face fluctuations in the short term. However, in the long run, China’s determination in energy transformation, market demand space and the potential of technological progress will jointly support new energy as a new engine for economic growth." Zhang Yiguo, vice president of the Hydropower Planning and Design Institute, said.

From the long-term demand, China’s total energy consumption will continue to grow for a long time, and new energy is still the core of energy transformation. To achieve the goal of "double carbon", the installed capacity of wind power and photovoltaic needs to maintain a high growth scale in the medium and long term.

From the perspective of price mechanism, marketization is the only way to improve the efficiency of resource allocation. The market-oriented mechanism guides the investment to optimize the layout through price signals, which may be adjusted due to the fluctuation of electricity price in the short term, but it will accelerate the technical iteration and cost reduction in the long term. Establishing the mechanism of price difference settlement outside the market will provide the bottom guarantee for the new energy income and stabilize the investment expectation.

From the perspective of policy and technology, the state continues to promote major projects such as "Shagehuang" base, offshore wind power, water and scenery integration, and provide clear incremental directions for the industry. In terms of technological innovation, technologies such as network-based new energy, large-capacity energy storage and hydrogen energy coupling will enhance the reliable substitution ability of new energy and enhance market competitiveness.

Experts said that new energy has shifted from "policy-driven" to "market-driven+technology-driven", and short-term pain is an inevitable stage of transformation. However, China’s economic growth resilience, energy security demands and global carbon neutrality consensus have determined the long-term improvement of new energy. Fundamental. Short-term adjustment does not change the long-term trend. The industry should strengthen its confidence and actively adapt to new changes, focusing on micro-site optimization, load matching and cost control, and coping with market challenges through high-quality projects. Yan Yanchun, deputy director of the State Council Information Bureau:

Good morning, ladies and gentlemen. Welcome to the press conference of the State Council Information Office. Tomorrow is Poverty Alleviation Day, so today we hold a special meeting. We invited three disabled people and a disabled person to exchange ideas with you on how to help the disabled get rid of poverty independently. We are very familiar with the saying that getting rid of poverty is not an easy task in itself, and helping the disabled get rid of poverty may face greater difficulties and challenges. Today, we look at them and ask them to talk to us about how they got rid of poverty.

Let me introduce the comrades who met with you today one by one. They are: Mr. Li Jian, secretary of the Party branch of Tongbai County, Henan Province; Ms. Jia Ru, president of Xingtang County Disabled People’s Double Creation Park, chairman of Hebei Rujun Technology Co., Ltd.; Mr. Xie Lv, a disabled volunteer in charge of the blind massage shop in Tengchong City, Yunnan Province; and Ms. Liu Hongxia, a typical example of planting and breeding to get rid of poverty in Luobei County, Heilongjiang Province. They also come from different parts of our country. As you can see, they have their own different situations. Next, please talk to them separately, first Mr. Li Jian.

Li Jian, Party branch secretary of Fulou Village, Tongbai County, Henan Province, the old revolutionary base area:

Hello, friends. I am Li Jian, a disabled person from the old revolutionary base area in Tongbai County, Henan Province. I used to be an electrician at home, and I usually have a skill, so my family situation is ok. When I was overhauling a transformer, my right hand accidentally caught high-voltage electricity. Later, I had 11 operations. Although my life was saved, my right limb was amputated, and my leg was treated in a hospital in our city for 8 months and 27 days. Later, the doctor said that it was impossible to protect it, and my reaction was very strong. I thought that my arm had been amputated. What should I do in the future if my leg was amputated? In this way, I moved to Luoyang Orthopedic Hospital to treat three patients. I spent 360 days in the hospital and nearly a year at home. I have a brother with mental retardation, two children and an 84-year-old man in my family. During this period, I thought, if I lie down like this, what should I do with my family in the future? So I insisted on rehabilitation exercise and prepared to do something. During this period, when I was preparing to do something, my wife suddenly had a cerebral hemorrhage and hemiplegia. I was really desperate about this situation in my family.

At this time, I think, such a poor and bitter life has to go on, otherwise, what should the old people and children do? So I talked to my relatives and friends who planted green onions nearby, and I insisted on exercising every day. When I was able to walk slowly, I began to borrow money from my relatives and friends and planted green onions. However, in 2014, the planting amount of green onions was very large, which caused the unsalable sales of green onions and lost more than 200,000 yuan at one time. During that period, I was very desperate. At that time, the country helped the poor, and I was a poor household in the village. At that time, I thought whether to give up or stick to it. At this time, the cadres in our village and town supported me, and I thought I had to continue and continue to do it. Finally, I made about 100 acres of land and planted onions. During this period, I went to the fields every day, and I did a lot of work that I could do. In two years, I learned some planting techniques and mastered some market information. Since 2016, plus I planted green onions, including other crops, in the project of participating in dividends and grain subsidies for poor households, the one-time net income of that year reached 130,000. In 2016, I took off the hat of poor households.

Later, the villagers thought I was very capable and able to bear hardships. During this period, our village rushed to the two committees of the village to participate in the election this year. Many party member cadres and many people offered to let me run for the village party secretary. I was very hesitant about this matter. I thought about my poor health. If I were a village party secretary, would it have an impact on my family economy? Later, many people advised me, and I let go of my ideological burden. During the election campaign, many villagers supported me, and I was elected as the village party secretary with a high vote. I think I must make the villagers rich. If I don’t make the villagers rich, it’s meaningless for me to be the branch secretary. I built a mushroom planting base this year, and now it has the scale of 70 thousand bags. It is estimated that I can collect more than 100 thousand yuan this year. In addition, the market for growing mushrooms is very stable. We are now planning to build a breeding base, which can drive many disabled households, including poor households, to grow crops, such as wheat, on an acre of land, with a minimum income of six or seven hundred yuan. This income is two or three thousand or even five or six thousand. There are some poor households, some of which are invested by the government and paid dividends every year. We have also set up a cattle farm, and each calf government in the cattle farm contributes part of it to feed and manage it by itself. It is very normal for a cow to earn 8,000 yuan every year if it doesn’t earn. Now a cow sells more than 10,000 yuan, and the government invests 5,000 yuan. I think we disabled people should, like normal people, not only support our families, but also create miracles. If we degenerate, we will certainly have no development for a better life. So, I want to say here that we disabled people should be like normal people. We should dare to create miracles, and let us embark on the road of prosperity together.

Attack Yan Chun:

Thank you, Secretary Li Jian. He talked about his own affairs, including the things in the village, and everyone can feel full of feelings. The next few are a little brief, because we can talk about it later in combination with your questions.

Jia Ru, Chairman of Hebei Rujun Technology Co., Ltd. and Director of Xingtang County Disabled Double Creation Garden:

Hello, media friends. I am Jia Ru, the person in charge of the double-creation garden for the disabled in Xingtang County, Shijiazhuang City, Hebei Province, and an ordinary rural woman. In the past 15 years, I have been taking these groups to get rid of poverty and get employment, from selling vegetables at the beginning to making supermarkets to selling and producing clothes, until May 19th this year, with the strong support of our county party committee and county government, we invested more than 6 million yuan to set up a dual-creation park for the disabled in Xingtang County. This park accommodates a total of nine sections, including manual therapy for the disabled, agricultural therapy, rehabilitation and foster care, and now it operates nine sections of rehabilitation area and poverty alleviation project docking area, where we all eat and live for free, but we disabled people who live in the park must rely on our own hands to stand on our own feet and earn our own income, even if we have a little ability to work.

Up to now, there are 161 people staying in our park, including 87 poor disabled people who have set up a file, but our double-creation park is not our destination, but our starting point. Now we take the double-creation park as the core and radiate to all administrative villages in Xingtang. We have 70 "hands-on workshops for helping the poor and the disabled". Up to now, we have helped 2,119 people to find jobs and get rid of poverty. It is estimated that 5,000 people will get out of poverty by the year. On the way we took them along, we also formulated a unique poverty alleviation model for the disabled in Tang Dynasty, that is, the cottage industry with the main body of "taking the disabled as the strong, loving the weak and taking care of the day" was lifted out of poverty. I believe that we will take disabled friends with our own hands and make our own way by our own unique operation mode.

Xie Lv, head of blind massage shop and disabled volunteer in Tengchong City, Yunnan Province:

Hello, media reporters. My name is Xie Lv. I’m 28 years old. I come from Tengchong, Yunnan Province. I’m also the owner of a blind massage shop and a volunteer for the disabled. My father died when I was 6 years old, and my mother brought me up alone. In 2011, a car accident made me blind, which made the poor family worse. In 2014, my family was included in the poverty-stricken households with the establishment of a file card. In order to support this family, in 2017, I participated in the training course of helping the blind to get rid of poverty sponsored by the Municipal Disabled Persons’ Federation. Three months after graduation, with the help of the disabled persons’ federations at all levels, I opened a massage shop for the blind. The shop needed massage beds, disinfection cabinets, sofas, televisions and other equipment, including all massage chairs and massage clothes, which were equipped by the Tengchong Disabled Persons’ Federation. I started business without any preparation.

Since opening, I have always insisted on serving the guests with the best mental state and massage technology. God rewards hard work, and my enthusiastic massage service has been recognized by more and more guests. There are more repeat customers, business is getting better and better, and apprentices with disabilities have been recruited. Now the massage shop has been open for more than a year, and I have roughly calculated that there are more than 40,000 incomes a year, which makes my life better and better. Now, I can earn my own living with my own hands. I also join the disabled volunteer team set up by Tengchong Disabled Persons’ Federation. On the 1st of every month, I will go to respect the elderly for public welfare, give massages, haircuts, repair furniture, etc. to the old people, and do something that I can. The project of helping the blind get rid of poverty has lifted my family out of poverty, and I deeply feel the concern of the party and the government for our disabled people. I would like to take this opportunity to say thank you to those who have been caring and helping me. I will try my best to pass on the love I have received to more people in need, so that the world and your love will continue and the world will be full of love. Thank you.

Liu Hongxia, a typical example of planting and breeding to get rid of poverty in Luobei County, Heilongjiang Province;

Hello, media friends. My name is Liu Hongxia. I am 34 years old. I live in a beautiful small village on the Sino-Russian border. I live in Shi Hu Village, Taipinggou Township, Luobei County, hegang, Heilongjiang Province. My family consists of three people. My husband is 36 years old and my daughter is 10 years old. I am in the fourth grade of the fourth primary school in Luobei County. Because my husband and I are both physically disabled at the fourth grade, and the per capita land is less than 3 mu. In 2014, my family was rated as a national poverty-stricken household. My husband had another car accident and owed more than 100,000 yuan in medical expenses. Because of the national policy, I was rated as a poverty-stricken household with a filing card and a low-income household, which was guaranteed accordingly. Here I thank the Party, its good policies and President Xi for guiding us into a new era. Thank you all.

Attack Yan Chun:

Just chatting, Hong Xia came to Beijing for the first time and has never been here before.

Liu Hongxia:

Yes, I haven’t been here. I’m still quite excited.

Attack Yan Chun:

The four comrades we invited, although their words were very simple, all spoke their hearts. In the whole big work of getting rid of poverty, there is such a group that needs our help and attention very much. They are also making unremitting efforts to change their own destiny and life. So, let’s see if journalists and friends have any concerns, and let’s have an exchange with them.

CCTV reporter from the Central Radio and Television General Station:

The four representatives are all from the grassroots level. I would like to ask you to introduce some experiences and innovative practices in the process of getting rid of poverty. What is the biggest difficulty encountered on the road of poverty alleviation for the disabled, and how do we solve it? Thank you.

Li Jian:

What are the difficulties of the disabled, especially the severely disabled, in our efforts to get rid of poverty? Usually, in their employment, the severely disabled themselves are disabled, especially the severely disabled, and they need family care, so their family income is gone, such as going out to work and so on. Take our village as an example, to engage in some industries, that is, to grow mushrooms, let them work nearby and do some simple work, and some lightly disabled people can work, such as picking mushrooms and watering roots, which are all ways to earn their income. The government also let them take shares in some aquaculture, such as crayfish breeding base, with an annual share of 5,000 yuan, which can be divided into 1,500 yuan each year to solve their employment problem. Our rural areas are engaged in environmental sanitation and village appearance, and according to their own situation, they are given employment nearby. In addition to cooking at home and caring for the disabled, they can also do some work within their power nearby. The poverty alleviation project in our village is to make some small toys, which can be made by people without skills. Although they don’t earn much money every day, they can earn 350 yuan, up to 100 yuan. This is how we solved this situation.

Xie Lu:

Thank you for the reporter’s question. We blind people are now engaged in the massage industry, and there are many in the country. However, in recent years, the massage industry is also very difficult. For example, in terms of innovation, many blind people can create many massage techniques by themselves, just like the so-called master leads the door and practice depends on individuals. There are several masters in our country. I often listen to the radio. It is said in the radio that they can treat high blood pressure by massage, which can quickly lower blood pressure in a few minutes. In fact, these are the innovations of our masseurs. In our place, many people can create some new massage techniques with their own methods, which makes customers very satisfied. For us blind people, besides massage, we can learn and innovate a lot, such as being a Andhadhun and an anchor, and we can also learn various musical instruments. I believe we can all learn and learn well. Thank you.

Attack Yan Chun:

I just chatted with Xie Lv, but his hearing became more sensitive after he became blind. So Xie Lv said just now that he wanted to learn music, including being a Andhadhun. I think he also has higher ideals and more pursuits and ideas.

Xie Lu:

For example, I actually want to do and learn a lot now, so I can further my studies when I get the chance.

Attack Yan Chun:

You are still young, and there are still many opportunities.

Jia Ru:

For the disadvantaged group of disabled people, the most important and difficult thing is to stimulate their endogenous motivation and ensure their sustainable development, no matter which category of disabled people we have. Take our double-creation garden as an example. The reason why it is called the disabled double-creation garden contains two meanings, one is entrepreneurship and the other is innovation.

In the process of starting a business, we accommodate a lot of manual work suitable for different age groups and different levels of disability. More importantly, our innovation is a key. We are an enterprise, and we have come with such a group for so many years and experienced a lot. But at present, if I answer this question from the position of an enterprise, it is nothing more than that funds and policies, including the market, regard me as a leader of the disabled. But to be honest, I feel that the most critical thing now is the overall market. Whether I bring their own products or other products made by the disabled themselves, I am now facing a big problem. Therefore, if we want to face the biggest problem, I hope that the products produced by disabled friends can be recognized by the society. In fact, what they want is quite simple. I also brought something with me when I came here today. This is a small mask. This small mask looks very ordinary. This is the emerging raw material approved by the State Science and Technology Commission last year, which landed in our Shuangchuang Garden. This is also an innovation of ours, relying on our disabled people’s hands to produce high-tech products belonging to our disabled people, and to play them all over the country. With such a small mask, maybe everyone looks quite simple, but I don’t think so. I have witnessed every link of every product made by disabled people all the time. I think it is spiritual, and every small needle and thread contains all their love. This small mask and every small product include all their dreams and hopes. They hope that the products they made with love and their efforts can get just what we need, and give them such love and such products with spirituality. At the same time, they hope that all people in the whole society can give them a response and confidence and make them feel that they are also great. Therefore, I think when they are making every product, every time they walk in front of them, they can walk into their double-creation garden and see them doing one of the links with one hand. I believe everyone will be shocked. In view of this topic here, including the jujube tea cooked by farmers themselves, in our national poverty-stricken counties in the Tang Dynasty, they used the advantages of the hometown of jujube in the Tang Dynasty to fry this jujube tea by the most farmer’s frying method, and they named it "ugly tea". They hope that they can drink the beauty from the inside out while drinking this tea, because these things are not only made by me with these disabled people, but I feel that everything made by every disabled person is special now. Therefore, I also take this opportunity today. I hope that all people can pay attention to our group, give them an affirmation, and they will give you the best and truest things.

Liu Hongxia:

Because I am from a small mountain village, our village is small and there are fewer disabled people, but we have the spirit of self-improvement and never giving up, and we have lifted ourselves out of poverty. I hope that both disabled people and ordinary people will live a beautiful and happy life with their own efforts and the support of the government.

China Daily reporter:

Excuse me, Secretary Li Jian, just now you mentioned that you overcame some difficulties in the process of leading disabled villagers to get rich together, and also put forward some solutions. What is the motivation to support you to do so? What supports you to lead disabled villagers to get rich together? Thank you.

Li Jian:

I think so. At that time, there were three disabled people, an 84-year-old father and two students in my family of six. How can we live in this family? If we don’t try to do something, if we don’t work hard and struggle, it will definitely be meaningless to wait for help from others. Although we can solve some basic living, we can’t solve real poverty. Therefore, I think I should have ambition. Although people are disabled, I can’t be disabled. I think if we find a job suitable for ourselves, we must work hard and struggle by ourselves. With the support of this spiritual pillar, I told the disabled that we should have this spirit.

China News Agency reporter:

Excuse me, Ms. Liu Hongxia, as you mentioned just now, you have received a lot of help from the government in the process of getting rid of poverty. Can you give me two examples, which are concrete examples of your help? Thank you.

Liu Hongxia:

When I was in the most difficult time, because my husband was in a car accident in 2014 and owed more than 100,000 yuan in medical expenses, at this time, the government saw the actual situation at home, set up a file for poor households, and set up a minimum living allowance, but this was just to maintain. Later, in order for us to develop, our village cadres took the initiative to come to my house to talk about some cases of development and wealth. I also have an idea, that is, raising cattle. There is a family in our village that raises dozens of cows, one of which costs more than 10,000 yuan. I thought that I could raise three heads, one for 10,000, and three for 30,000, so I was not a poor household. I was very happy when I thought about it. I told my in-laws about this idea, and they also supported it. What should I do because I didn’t have money? I stayed at home for three or four days, but I couldn’t help it. I told the village cadres about this idea. He jumped up excitedly and said that there was no problem with this matter. The government had it, and I helped you coordinate the loan, so the loan of 10,000 yuan came down. At that time, it was particularly strict. He used his name as a guarantee and lent me 10,000 yuan. One cow is bought, because I want to buy three cows. What should I do? My father-in-law’s friend said that I would give you two on credit, and he gave it to you there. This is how my three cows are raised.

After this period of time, the government saw that the problem of making a living was not serious, and the project of Schisandra chinensis was also quite good. Knowing that my family can bear hardships, it took the initiative to help us plan to plant Schisandra chinensis. Schisandra chinensis is a long-term income project that can reach 15 to 20 years, and it will be effective in three years. This year is the third year of my family, and it will be fruitful. At the beginning of this year, there were not so many knots, but my family sold a total of 9,600 yuan. Our neighbor sold more than 30 thousand yuan, and I was very excited at that time. Our village cadres and villages helped coordinate the loan of 20 thousand yuan. At the end of 2015, the project was found to be quite good. There was no money, and the village cadres helped to coordinate the loan of 20,000 yuan. This money did not dare to move. By the beginning of 2016, this money was earmarked for planting Schisandra chinensis. At the beginning of 2016, Schisandra chinensis seedlings were bought back for 1 yuan. There were 1,100 trees in an acre, and the garden was 4 acres. It was impossible to grow vegetables, and it was also good to grow Schisandra chinensis. So it was planted, and the effect was quite good. I have expanded 3 mu this year, because our Luobei Forestry Bureau helped 2 mu of 3,300 seedlings, and Luobei Poverty Alleviation Office provided 200 pieces of dried cement for free. Even if we saved nearly 8,000 yuan and expanded 3 mu of Schisandra chinensis, it is expected that 2021 will be a fruitful period, and an acre of land will sell 10,000 yuan, which is 7 mu, so we can sell more than 70,000, and the harvest is particularly impressive. I am very happy. I am very grateful to the government and the party. Without these good policies, there would be no me today.

Attack Yan Chun:

Hong Xia remembers her journey clearly, including her help to the government and her friends.

Liu Hongxia:

Raising cattle and planting Schisandra requires some skills. We Luobei County and village cadres often come down to give guidance. We are a Schisandra homework village. The technical training is to teach you how to cut the residual branches and let you leave fruit branches. Step by step, because my hand was injured at that time, I had to rely on my left hand, but I couldn’t use it. I usually relied on my right hand. I was used to it. I just started to use my left hand scissors to hit the branches. Here I also say a word of thanks to the folks who helped me, and to the party and the government. Thank you.

Central Radio and Television General Station Yang Guang reporter:

As a representative of poverty alleviation for the disabled, what changes have taken place in your life and thoughts before and after poverty alleviation?

Liu Hongxia:

As far as I’m concerned, I’m actually grateful to those who helped me in times of difficulty. I have changed a lot. I got rid of poverty this year. I decided to buy some clothes for my mother-in-law at the end of this year during the Spring Festival, because I haven’t changed clothes for several years. It doesn’t matter what I wear because I work. I am very grateful to my mother-in-law for her life, and now she has changed a lot. I must buy her a decent dress for the Spring Festival this year. In a few years, we are going to buy a family car and get rid of poverty. I am very happy.

Li Jian:

Before getting rid of poverty, my family was particularly poor. Now, through my own efforts and this year’s struggle, I have bought a car, which is more encouraging to the people. They say that Li Jian has no arm, and he is not afraid of hardships when he goes to work in the fields every day. We have to follow suit and get rich slowly, so it is very important for me. Now I have bought a car and some furniture at home in recent years. Although there are disabled people at home, no one in the village looks at it.

Xie Lu:

Because I couldn’t see because of a car accident in 2011, because we were in the countryside, and our education level was not very high. Later, we didn’t have any jobs. After the car accident, it was really difficult at home, like I was very special. My father died when I was 6 years old, and my mother died because of a car accident the year after my car accident. In those years, there were many things in the family, and my wife carried the whole family alone. We also had one. I remember that in 2013, the family really couldn’t keep going. Our village arranged a minimum living allowance for us, and it was very difficult to live a normal life at home. We went to visit relatives and guests in the countryside, and sometimes we didn’t know it, but we went to be guests. When people went there, we had to hang some bride price, and our relatives also hung up. We blamed ourselves during that time.

Later, after several years, in 2014, the government issued a poverty alleviation policy, and my family also included poverty-stricken households who set up files and set up cards. Later, the relevant departments gave subsidies. I remember that the third time was the Mid-Autumn Festival, Tengchong City gave a Chinese New Year’s fee and sent it home. They gave 2,000 yuan, and they bought clothes for their families. In the following years, with the help of the Disabled Persons’ Federation government and departments at all levels, in 2014, there was a policy. I began to try to breed native chickens and rented a few acres of land. The rent was all about when and when to pay. It has been raised for more than a year, but it was ok at first, because it usually doesn’t snow in Tengchong. There was a heavy snow that year, which killed many chickens and caused a lot of losses. With the help of various departments, I learned the technology again, and now I have learned massage. In fact, I am very happy now, because I am not afraid to go out like before, because I feel that people my age can go out to work, and I look normal, but I can’t do anything. Now, whether I go out or go home, my waist is straight. Now I can confidently say that I can support the whole family through my hands and let my wife and two daughters live a better life. Thank you.

Attack Yan Chun:

Thank you, Xie Lv. Although there are ups and downs in life, there are actually more gains in this process.

Jia Ru:

Just listened to Xie Lv’s words, I have a deep feeling. When it comes to their changes, take all the disabled people who live in our park, just like Xie Lv. In fact, I think their changes have changed their living environment in addition to earning a dignity and an income by their own hands. The most important thing is their strength in their bones. They have changed from their bones, so they have made a difference from their hearts by relying on their own strength.

Guoguang reporter from Central Radio and Television General Station:

Hello, Xie Lv. Just now, when you introduced the situation, you said that the massage shop has been open for more than a year and is on the right track. What are your plans and plans for your next life? Thank you.

Now my massage shop has been open for more than a year. During this time, I have been studying massage techniques with great care, listening to radio and research, and I am very interested in studying anything useful to the massage industry. After attending the massage training for helping the blind to get rid of poverty last year, I think it is very important to learn knowledge. I want to continue to learn a lot of knowledge and skills, and I want to go to college. Because I have learned a lot of knowledge and skills, I can build my future life more perfectly and better. We blind massage, based on Chinese medicine, want to study and take an examination of a Chinese medicine university, study the technology more, and further plan the massage shop. Before I came to Beijing, the chairman of Tengchong Disabled Persons’ Federation told me that they wanted to turn my massage shop into an image shop to help the blind get rid of poverty. I’m really happy. My current massage shop is only over 30 square meters, and my ability is limited. I want to build a bigger shop and lead those blind friends who have no employment to my massage shop, because I know firsthand that it is really difficult to find a job. I want to expand the massage shop, and anyone who needs it is willing to go out and come to my massage shop. I am willing to teach them skills for free, so that they can realize a platform to support themselves with their own hands and lead them to start a new life. This is my original plan, thank you.

Guangming Daily reporter:

Ms. Jia Ru, you have been engaged in helping the disabled for many years, and you have encountered all kinds of difficulties. You have also witnessed the stories of many disabled friends creating a happy life with their hands. What do you think is the most touching and unforgettable thing along the way? Thank you.

Jia Ru:

Thank you for your question. What impressed me most along the way was, to be honest, an unforgettable touch. Along the way, in the past 15 years, I have brought them here in this way, and experienced difficulties that others can’t imagine, but the most touching sentence is an unforgettable touch. First of all, on the site, now our double-creation garden is that our county party committee and county government vacated the original open space of our county civil affairs nursing home, integrated these elderly people into our county’s comprehensive service center, vacated the site for us, gave us the site, and expanded from the original 9 mu to the current 20 mu, giving us a platform.

What I will never forget is that our county party secretary took us to sell our disabled people’s own products and traveled to many places, our own anti-haze masks and our own series of products. Because the secretary of the county party Committee is very busy, he takes the poverty alleviation of the disabled to heart, puts down his figure and face, and does everything for the disabled to get rid of poverty. It is also his encouragement, which gives me the confidence and courage to persist. Our county disabled persons’ Federation, including all departments of women’s federations, has always supported and helped us. Up to now, our county has given us nearly 3 million awards and support funds. With our county’s poverty alleviation subsidy for disabled employment, I have made an assessment here. The disabled people I lead must rely on their own hands for an income of not less than 500 yuan every month for six consecutive months. There are 2,400 yuan for each person and 1,000 yuan for employment support, which are used for the disabled people’s employment incentives. There is also the song "We Love Here" written by the deputy director of the Standing Committee of the People’s Congress of our county and the director of the cultural center for this special group in our county up to now, which has sung the park and also resounded through the Tang Dynasty.

Before I came, everyone in our park was telling me that more than 100 people, maybe I came here today as their leader, but I should be sitting here with their dreams and hopes to meet with you. I represent all of them. When they came, they also told me, Director Jia, if you go there, you can bring the song of Double Creation Garden to everyone. This is our heartfelt voice and let everyone see our heartfelt spirit and cry. Today, because of the time, I take up a little of your time, so I will take two sentences to the media friends here. I can’t sing well. Just listen to the lyrics.

"Bitter fate, hurt, little dream just stand up. Touching myself and stepping onto the stage, my little wish is just to fly. "

I take these lyrics with the hope of our special group of people and represent their voices, so I dedicate these songs to the media friends present here. They especially want everyone to see the strength in their bones and work hard on their own. This is my heartfelt voice.

Attack Yan Chun:

Time relationship, last question.

Xinhua News Agency reporter:

You have just mentioned that over the years, the state and local governments have issued many relevant policies and assistance for the disabled to get rid of poverty. What policies do you think have played a very key role in getting rid of poverty or helping the disabled to get rid of poverty? Thank you.

Xie Lu:

With the support of government departments and disabled persons’ federations at all levels, the disabled persons’ federations at all levels have given financial support to help us start our own businesses, such as making shops and all kinds of necessary equipment more perfect and advanced, in a word, it is superior. Training technology, in recent years, the project of helping the blind get rid of poverty has been insisting on helping our blind friends, and there are several training and upgrading classes every year, which gives us confidence. Because the training course is not only a massage technique training, but also a lot of things worth learning and training. After the training, the trainees who have finished their own business training are invited to work in our store, which solves the problem of their difficulty in finding jobs and finding employees. This is a policy help to us.

Since the poverty alleviation project, with all kinds of training and support from governments at all levels and the Disabled Persons’ Federation, in fact, I am from the countryside, because I didn’t know about training before, and I didn’t even hear about it. I received a notice last year, and I felt very fresh and strange. When I went to the training of the Municipal Disabled Persons’ Federation, to be honest, many of them were disabled people in the mountains and really didn’t come out. Now, with the policy, many disabled people can learn technology and learning skills, and they can stand on their own feet, which is very good. Thank you.

Li Jian:

I want to say a word. I feel that the government’s main support now is "helping the poor and disabled". It is necessary to make poor households and disabled people have ambition and work hard on their own, so as to truly achieve the effect of poverty alleviation.

Jia Ru:

My understanding is also that it is better to teach people to fish than to teach them to fish. If we let our disabled friends go on, we must change their minds. I believe that the relevant funds and policies of the government can be used to stimulate their endogenous motivation, so that they can change from the heart, make them self-reliant by their own hands, make them determined first, and then encourage them to develop their own wisdom, innovate and realize their dreams. Therefore, I think we should pay more attention to their inner changes, which is a change in their thoughts. Thank you.

Liu Hongxia:

Our village is a small one, with only a few disabled people. Because the Disabled Persons’ Federation provides poverty relief, one person in 80 yuan and one year in 960 yuan, but we still have to rely on the spirit of self-improvement to create a better life, because if we don’t get a well-off life.

Attack Yan Chun:

Before the meeting is over, I wonder if the four delegates have anything to add.

Liu Hongxia:

I won’t say anything. I’m very grateful to the parents of the Disabled Persons’ Federation for their help, as well as our folks, brothers and sisters. Let’s work together for a better tomorrow. Thank you.

Xie Lu:

Finally, I want to thank all the journalists and friends, because in recent years, our government departments are also very concerned about the cause of the disabled, and we know it. But I hope all disabled friends can come out on their own. Because of the government’s help and support, we can’t rely solely on the government all our lives. Just as this person said just now, we should have ambition. For example, the blind can’t see, but we have hands. We can stand on our own feet and rely on our own hands to support ourselves. With the government’s support, but we blind and disabled people can’t walk out without following. Therefore, we should be confident and strong. No matter how difficult we encounter, we should believe that the difficulties are really only temporary. In the end, we should choose to smile at life, face the reality, bravely walk out, embark on the most beautiful road, and give our family and ourselves a bright return. Thank you.

Jia Ru:

Here I also have a word for all disabled friends. Don’t think that you are useless. Although we are physically disabled, we never give up. We rely on our own hands to make our own life. We have light in our hearts and are not afraid of the long road. Come on.

Li Jian:

I think, like ordinary people, we disabled people should insist on starting our own businesses, and don’t wait for others, including the government’s support. Support is on the one hand. Only when we start our own businesses can we really get rich. Thank you.

Liu Hongxia:

I have an idea. My husband and I have discussed that we are going to withdraw the minimum living allowance at the end of next year, give it to people in need, and let it go. Because we are out of poverty, it is getting better and better every day. I said that the minimum living allowance should be cancelled at the end of next year, so it is not necessary. Once again, I would like to thank the responsible person, my helpers and the resident team, who often guide our work. Thank you.

Attack Yan Chun:

There are so many people to thank that it is difficult to list them all.

Xie Lu:

It suddenly occurred to me to say something. Because yesterday was our 35th Day for the Blind, I am very happy to be here in the capital for this festival, which is a good gift. In the evening, I received good news. Yesterday, the Disabled Persons’ Federation installed a glass door in my shop. Because winter is coming, it is going to be winter, and it is a little cold. They installed a new door. Comrades of the Disabled Persons’ Federation, it is not easy for them. They are always thinking of us for the sake of our disabled people. Thank them. I will definitely work harder in the future and be able to repay the society and the party and the government with my own hands. Thank you.

Attack Yan Chun:

Thank you all. Today’s meeting time is not long. It should be said that among all the meetings I presided over, I personally think it is the most touching one. Personally, I am also very educated, encouraged and inspired. When we talk about tackling poverty, we often say that we need to help the poor and help the wise. I think the representatives of the disabled and the disabled people sitting on the stage today have explained to us with their personal experiences that sometimes the ambition of the disabled is higher than that of the healthy people. Their practice and efforts have encouraged us all and given us more confidence in the work of tackling poverty! At the same time, it also makes us feel that we should pay more attention and warmth to disabled friends, and let us run towards a better life together, which is also the goal of our party and government. Thank you again to the representatives on the stage, and thank you all. This is the end of today’s meeting.

The heat wave swept through the northern hemisphere, causing the mountain fires to ravage in some areas and the rivers to dry up.

CCTV News:According to the China Meteorological Bureau, not only China has experienced hot weather recently, but other countries in the northern hemisphere are also very "hot". Monitoring shows that the temperature in most parts of the world has been higher than normal since July, especially in Asia, Europe and North America in the northern hemisphere. A wide range of high-temperature heat waves occurred in Japan and South Korea; Sweden, Denmark, southern Norway and northern Finland are also experiencing extreme heat waves; Quebec, Canada, suffered a continuous high temperature that was rare for decades in early July. Experts from the National Climate Center said that the frequent occurrence of high temperatures in the northern hemisphere this summer was due to the obvious weak diffusion of cold air from the Arctic to the south. In addition, the subtropical high that controls East Asia is unusually northerly and strong, and affected by it, the temperature in central and eastern China, South Korea, Japan and other places is unusually high, which is prone to high temperature weather.

According to the statistics released by the Fire Department of the Ministry of Internal Affairs and Communications of Japan on July 31, from April 30 to July 29 this year, the number of people who were rushed to the hospital due to heatstroke in Japan totaled 57,534, of which 125 died. The number of people sent to hospital for heatstroke in these three months alone has exceeded the total number of the whole hot season from May 1 to September 30 last year. Statistics show that according to administrative regions, Tokyo has the largest number of doctors, followed by Osaka Prefecture, and Aichi Prefecture ranks third. In terms of age, the elderly accounted for 48.7% of the total number of doctors.

On July 31, the German Meteorological Bureau predicted that the temperature in some areas will reach 39 degrees Celsius in the future, which is the highest temperature so far this year. Faced with the high temperature, some residents in Germany choose to go to the igloo for the summer.

The continuous high temperature has also caused many rivers in Germany to dry up, causing a large area of fish to die. According to local officials in Hamburg, five tons of fish have been killed, and local firefighters have to pump water into the dry river to help the fish survive.

Recently, many mountain fires have raged in California, USA. According to American media reports, as of July 30, at least 8 people have died in the severely affected northern California.

In Shasta County, where the disaster is severe, 723 houses have been destroyed. On the 30th, local public service officials said that strong winds and high temperatures made the fire difficult to control.
