  The past two or three decades have witnessed the fastest economic development and urbanization in China, especially in the eastern and southern parts with high population density. Many natural habitats have been developed and changed, and resource utilization and human activities have intensified, resulting in habitat loss and fragmentation, which has greatly reduced the distribution and number of wild animal populations.

  The population of the Yangtze finless porpoise, which was once affectionately called "Jiang Pig" by the residents along the Yangtze River because of its naive and extremely common behavior, has declined rapidly in the past 20 years, from 2,700 in 1991, 1,800 in 2006 and 1,050 in 2012 to less than 1,000 now-a figure that worries people who care about the protection of the finless porpoise.

  Following the functionally extinct baiji, the Yangtze finless porpoise has been known as the "giant panda in the water" for more than 10 years, and the recent related research has even divided the Yangtze finless porpoise into an independent species.   The Red List of Endangered Species published by IUCN divides the endangered species into nine grades, which are evaluated and updated by experts all over the world about every five years. It also includes the evaluation results of China species regularly organized by the National Endangered Species Science Committee of China, that is, the Red List of China Species. The rating of Yangtze finless porpoise in IUCN Red List was "endangered" in 2000, and it was upgraded to "extremely endangered" in 2013, only one step away from "extinction in the wild".

  Third, it has been included in the protection list, but the level is lower than the actual endangered situation. But like finless porpoises, yellow-lipped fish is only Grade II in the List of National Key Protected Wild Animals.   China Nature Watch 2016 also assessed the protection status of all species in the current List of National Key Protected Wild Animals/Plants and all China species (1085 in total) on the threatened list in the IUCN Red List from 2000 to 2015. The results show that only 102 species have improved, 738 species have deteriorated, and the remaining 245 species lack information.

  It can be seen that the outdated list leads to the lag of law enforcement, which is one of the reasons for the deterioration of the protection of quite a few threatened species. There are many reasons why the catalogue has not been updated, and the lack of species information, especially the reliable information of population number, actual distribution and change, is only one of them. With the country’s attention to species protection and the promotion of the whole society’s awareness of protection, especially the opportunities for the general public to participate in natural observation of birds and beasts are increasing and deepening, and the information gaps are being filled step by step. Another major obstacle affecting the updating of the directory is the deadlock caused by the difficulty in coordinating multi-sector management. It is expected that the integration of natural resource management departments will help solve the problem of multi-sector management of wildlife protection.   For the adjustment of the list, we suggest to establish an evaluation standard based on experts and scientific data on the basis of referring to the research reports such as IUCN Red List of Endangered Species, China Red List of Species and China Nature Watch 2016, and comprehensively sort out and rate the species in China, so as to adjust the protection level. This year’s government work report pointed out that it is necessary to promote more services to be handled online, so that enterprises can handle the whole process online.

  As the general hub to realize "one network running" in China, the national government service platform has been put into trial operation for one year on May 31st. Over the past year, the platform has made great efforts from top to bottom to break through cross-regional, cross-departmental and cross-level data barriers, and promoted the government services of various departments in all regions of the country from "solo" to "chorus", so that more government services can be carried out in a wider range.

  The "one network" of government services has gradually achieved full coverage.

  To promote the national "one network to run", it is necessary to make a decision before moving. In recent years, the CPC Central Committee and the State Council attached great importance to the work of "Internet+government services" and made important arrangements for many times. The Fourth Plenary Session of the 19th CPC Central Committee explicitly requested that administrative management and service methods should be innovated to accelerate the construction of a national integrated government service platform. The State Council has successively issued a series of policy documents, such as Guiding Opinions on Accelerating the Construction of National Integrated Online Government Service Platform, Several Provisions of the State Council on Online Government Service, etc., and comprehensively deployed and planned "One Network Office" from the top-level design.

  According to the deployment, the national government service platform started construction in April 2018, which marked the "fast forward button" for the construction of a national integrated government service platform dedicated to promoting cross-regional, cross-departmental and cross-level "one network". The national government service platform is the general hub of the national integration platform, and the platforms of various regions and departments are the specific service platforms of the national integration platform, and the pattern of "a chess game" of government service across the country has been accelerated.

  After more than a year of intense construction, on May 31, 2019, the national government service platform (including PC, mobile and small programs) was officially put into trial operation. Over the past year, the platform has been connected to more than 3.6 million government affairs services and more than 1,000 high-frequency hotspot services of local departments, and has launched regional integrated government services such as the Yangtze River Delta and Beijing-Tianjin-Hebei, as well as cross-regional, cross-departmental and cross-level "One Network Office" services such as entry and exit and study abroad. Especially since the outbreak in COVID-19, 15 service topics, such as "service columns for small and micro enterprises and individual industrial and commercial households" and epidemic prevention and control, resumption of work and employment services, have been successively launched, which has become an important service channel for "guaranteeing enterprises" and "stabilizing employment". As of May 31, the number of registered real-name platform users exceeded 100 million, the number of visitors exceeded 800 million, and the cumulative number of views reached 5 billion, supporting local departments to share platform data more than 8 billion times.

  At the same time, the national platform has continuously promoted interoperability, data sharing and business collaboration with platforms in various regions and departments, and the "one network" situation of government services across the country has gradually opened up. From the national level, the national platform has been interconnected with 31 provinces (autonomous regions and municipalities), Xinjiang Production and Construction Corps and more than 40 departmental platforms in the State Council. According to the unified standards and specifications of the national integration platform, 31 provincial governments across the country have built government service platforms covering provinces, cities and counties, and 21 of them have achieved full coverage of government services at the provincial, city, county, township and village levels according to the requirements of standardization, standardization and intensive construction. It is no longer a vision to provide government services to every village.

  The basic supporting role of the national government service platform is increasingly apparent.

  To promote the nationwide "one network to run", norms and standards are the foundation. The national government service platform has built a unified national affairs management, unified identity authentication, unified electronic license, unified electronic seal and other systems, which has strongly supported various regions and departments to provide more efficient and convenient online government services.

  Unified identity authentication is the first "passport" to do things online. According to the relevant personnel of Zhejiang Big Data Bureau, relying on the unified identity authentication system of the national platform, in Zhejiang, 14 million entrepreneurs from other provinces and 6 million entrepreneurs from Zhejiang outside the province can "roam" freely on the government service platforms of the whole country and provinces without going back and forth between their hometown and work place.

  In order to solve the problem that enterprises and the masses have more materials to handle affairs and more errands, the national government service platform, together with relevant departments, actively promulgated more than 30 standards for electronic licenses. On this basis, many places across the country have vigorously promoted the application of electronic certificates, and the application scenarios of "electronic bright certificates" such as business licenses and social security cards are increasing.

  Since it was put into trial operation last year, the national government service platform has provided 530 million times of identity authentication and verification services for local departments and 80 million times of electronic license sharing and exchange services.

  Work together to promote efficient data sharing and governance.

  It is difficult to share data to promote the nationwide "one network to run". For the first time, the national government service platform realized the unified acceptance and service of local government service data sharing requirements, and promoted the realization of "one network sharing" of government data.

  During the epidemic prevention and control period, the mutual recognition of "health codes" in most parts of the country is the effect of sharing and utilizing government service big data nationwide. The national government service platform, together with the Health and Wellness Commission, the Immigration Bureau, civil aviation, railways and other relevant departments and units, promotes the collection and sharing of data related to epidemic prevention and control for all regions and departments to call.

  In order to promote the nationwide "one-code communication", the national government service platform launched the "epidemic prevention health information code" service, which gathered and supported 623 million pieces of "health code" data shared by all localities and served 600 million person-times, providing strong support for promoting the "mutual recognition" and "one-code communication" of health codes in all localities.

  According to the established "timetable", by the end of 2022, the national government service will fully realize "one network to run".
