  Today, the the State Council Press Office held a press conference on the effectiveness of the reform and development of the postal industry in China. Ma Junsheng, director of the State Post Bureau, said that by the end of August this year, the established villages in the country had basically achieved direct postal service, and the express outlets had covered more than 30,000 towns and villages, and the coverage rate of the express outlets in the country had reached 95.22%, which basically met the express service needs of 600 million rural people.

  Document No.1 of the Central Committee has repeatedly mentioned the work of express delivery to the countryside and postal service in established villages. The "Implementation Opinions on Conscientiously Implementing the Important Instructions of the General Secretary of the Supreme Leader to Promote the High-quality Development of the Postal Industry" jointly issued by 18 departments recently also put forward the task of "basically realizing the full coverage of e-commerce distribution services in established villages by 2022 through postal and express delivery channels". Ma Junsheng said that it is their expectation that 600 million people in China live in rural areas and enjoy the same standard of public services as urban residents. This is a test of the initial intention of the State Post Bureau to practice "People’s Post for the People", and it is also the difficulty and pain point of the work.

  In 2014, the central government put forward the task of establishing villages in ethnic minority areas to realize postal service for every village by 2020. The 13th Five-Year Plan for the Development of Postal Industry put forward that "there should be outlets in every village and express service in every village" by the end of the 13th Five-Year Plan, "direct postal service in established villages" and "outlets in every village" were also written into the outline of the national economic and social development plan and the No.1 document of the Central Committee. The whole postal management system and the whole postal industry deeply understand the important instructions of the Supreme Leader General Secretary on the postal industry and the decision-making arrangements of the CPC Central Committee, adhere to the people-centered development thinking, never forget the initial mission of "People’s Post for the People", concentrate on overcoming difficulties, solve the problem of direct postal service village by village, promote the implementation of the "Express Delivery to the Countryside" project, and constantly improve the express service network. By the end of August this year, the established villages in China had basically achieved direct postal service, and the express outlets had covered more than 30,000 towns and villages, and the coverage rate of towns and villages in China had reached 95.22%, which basically met the express service demand of 600 million rural people.

  At the same time, the State Post Bureau has also actively promoted the express delivery service for modern agriculture, and created 905 "one place, one product" projects throughout the country. A large number of agricultural special products in poverty-stricken areas have been sent to all parts of the country by express delivery. In 2018, a total of 20 "Express Plus" gold medal agricultural projects with annual business volume exceeding 10 million pieces, such as Binzhou Dongzao and Liuzhou snail powder, were built nationwide. In the whole year, rural areas received 12 billion pieces of express mail, supporting industrial products to go to the countryside and agricultural products to enter the city over 700 billion yuan. In 2019, the annual business volume of Guangxi Nanning Wogan, Anhui Lu ‘an Guapian and other projects has reached the gold medal project standard, and more new projects are also accelerating.

  Ma Junsheng, director of the State Post Bureau, said that in the next step, the State Post Bureau will first continue to implement the "Express Delivery to the Countryside" project, promote express delivery to the villages, and ensure that the goal of "there are outlets in the villages" will be basically realized by 2020. On this basis, through postal express delivery cooperation, transportation express delivery cooperation, express delivery to the countryside and other modes, the express delivery service will be extended to more qualified established villages, and the full coverage of e-commerce distribution services in established villages will be realized as soon as possible. The second is to promote the close integration of express delivery and e-commerce of agricultural products, cultivate the "express delivery+agricultural special" project, form a scale brand effect, help agricultural special products sell to the whole country, and smooth the two-way circulation channels of industrial products going to the countryside and agricultural products entering the city. The third is to expand postal express cooperation, promote the model of "village post station+express supermarket+simple finance", encourage the superposition of e-commerce express delivery and self-service functions, and improve the equalization level of urban and rural delivery services.

  There are still "five imbalances" in China’s postal service

  Ma Junsheng, director of the State Post Bureau, said that compared with the development requirements of the postal industry in the new era, there are still "five imbalances" in the current postal industry, one of which is the imbalance between the domestic market and the international market. The domestic network layout is relatively perfect, but the international network layout is progressing slowly, the channels are relatively single, and there is no self-controllable, safe, reliable and widely accessible delivery logistics network; Second, the imbalance between service consumption and service production. It has achieved remarkable results in serving the people’s consumption life and supporting the development of e-commerce, but there is a big gap in serving the development of advanced manufacturing industries; Third, the speed scale and quality benefit are unbalanced. The volume of express delivery business has been ranked first in the world for five consecutive years, with a high growth rate of more than 25% every year. However, the problems of single business structure and high dependence on upstream e-commerce are still outstanding, and the problem of service homogenization has not been solved. Fourth, the development of corporate headquarters and grassroots outlets is uneven. The headquarters of express delivery enterprises have successively realized listing financing, and the level of capital aggregation, profitability and technology is getting higher and higher, but the grassroots outlets and personnel have not enjoyed the industry development dividend well. The headquarters is like Europe, and the outlets are like Africa. In addition, it also includes issues such as industry development and unbalanced governance system capabilities.

  Focus on promoting the "two in and one out" project.

  Ma Junsheng, director of the State Post Bureau, said that in order to make up the shortcomings and strengths, the postal industry should not only implement the major strategic arrangements of the party and the state, resolutely fight the "three major battles" and strengthen the protection of the rights and interests of front-line employees, but also focus on promoting the "two in and one out" project, which is also an objective requirement for achieving high-quality development of the industry.

  First, promote "entering the factory" and promote the integration of postal express delivery enterprises and advanced manufacturing industries. The State Post Bureau should guide and promote enterprises to take the initiative to think about changes, and gradually shift from standardized services to customized services and flexible services. At the same time, it is necessary to strengthen cooperation with relevant departments, jointly introduce strategic planning and policy measures to support the postal service for advanced manufacturing industries, promote the integrated application of supply chain technology by postal delivery enterprises, deeply embed the whole process of processing and production in advanced manufacturing industries, and create "mobile warehouses" and "mobile factories" for manufacturing industries.

  The second is to promote "entering the village" and promote the end of express delivery enterprises to sink to the countryside. Promoting "express delivery into the village" can open the last mile at the end of the countryside, which is an important supplement to the "postal service in the countryside" project, an important measure to meet the people’s growing needs for better postal service, and an important livelihood project for the postal industry. The State Post Bureau should adhere to the principle of seeking truth from facts, do not engage in "one size fits all", adopt various forms, such as express delivery enterprises building outlets separately, jointly building outlets, postal express delivery enterprises sharing village post stations, and enterprises collecting investment separately, jointly collecting investment, collecting investment on their behalf, etc., and realize the flow and sharing of factor resources through postal express cooperation and rapid cooperation, and strive to complete the task of "express delivery into the village" in three years.

  The third is to promote "going out to sea" and accelerate the "going out" of postal express delivery enterprises. The State Post Bureau should build ships and go to sea to meet the diversified needs of cross-border e-commerce exports, strive to take the lead in breaking through in Southeast Asian countries, and actively expand markets in Europe, America, Japan, South Korea, emerging market countries and countries along the Belt and Road. It is necessary to go out to sea in groups, support postal enterprises to expand commercial channels, adopt a dual-track parallel mode, improve their adaptability as soon as possible, encourage express delivery enterprises and e-commerce enterprises to go out to sea with the same frequency resonance, unblock channels and speed up the construction of overseas warehouses. Take a boat to the sea, strengthen cooperation with international enterprises, and jointly build an independent, controllable, safe, reliable and widely accessible international delivery logistics network.
