On April 29, 1959, Zhou Enlai, then chairman of Chinese People’s Political Consultative Conference, put forward at the tea party of CPPCC members over 60 years old: "The historical materials before the founding of New China are worth collecting, and some things will disappear if they are not recorded quickly." On July 20th of the same year, Chinese People’s Political Consultative Conference established the Literature and History Research Committee. Fortunately, thanks to this far-sighted decision, the unique grand cultural cause of the CPPCC was started.
Over the past 60 years, CPPCC organizations at all levels have collected nearly 10 billion words of manuscripts, which have played an important role in accurately preserving modern history and "taking history as a mirror and creating the future". Wang Meng, director of the Committee of Literature and History of the Tenth CPPCC, sang with poetry: "while worldly matters take their turn, ancient, modern, to and fro; The’ three relatives’ of literature and history exist, and the CPPCC has a great responsibility. "
Thirty-six years ago, President Deng Yingchao pointed out: the work of our CPPCC includes two aspects. One is active work, including consultation, meeting, discussion and decision-making. The other is quiet work, and the work of literature and history materials belongs to this category. The work of literature and history materials can be developed into active work and expand our field of activities.
Sixteen years ago, a young CPPCC literature and history worker put forward an innovative idea of "taking both static and dynamic considerations into account and combining vertically and horizontally" in CPPCC work at the "CPPCC Youth Forum", that is, taking both practical work and theoretical research into account, and combining the history and reality of CPPCC work.

The Committee on Literature and History of the Chinese People’s Political Consultative Conference was established more than 60 years ago in order to save the earlier history that may be annihilated. History moves forward every day. The first batch of college students who graduated from the college entrance examination after the Cultural Revolution are now old people born after 60. Even the historical data of reform and opening up need to be "rescued" now.
After more than 60 years of experienced literature and history work, it is time to fundamentally change the "rescue" mode.
It was learned at the symposium that according to the concept of specialization and serialization, the top-level design of the "three-parent library" should be strengthened in the future, and a volume should be published, edited and planned according to the selected topic, and it will continue to advance.
The premise of "preserving history, managing affairs, uniting and educating people" is "preserving history". So how to effectively preserve history?
"ask the canal to be so clear, because there is a source of living water." From this, it is thought that, in the face of the rolling history, can the CPPCC create a working mechanism of iteratively preserving literature and history materials: endow each member of the national and local CPPCC with an assignment to submit a historical document of "three relatives" every year, which can be presented in technical forms such as words, images, sounds and numbers. In this way, continuous running water and a new moon will lay a solid foundation for the work of CPPCC literature and history materials in the new era.
In this way, as participants, practitioners and witnesses of social development in various periods, CPPCC members have never been absent from the three immortal undertakings of "making meritorious deeds and making statements".
