In order to implement the spirit of Guiding Opinions of the General Office of the State Council on Accelerating the Development of Life Service Industry and Promoting the Upgrading of Consumption Structure (Guo Ban Fa [2015] No.85), promote the accelerated development of life service industry in our province and promote the upgrading of consumption structure, with the consent of the provincial people’s government, we hereby put forward the following opinions:
I. Significance
In recent years, the development of service industry in our province has achieved remarkable results, the scale has been steadily expanded, the investment has grown rapidly, the development environment has been further optimized, the ability to absorb employment has been continuously improved, and the role of steady growth, promoting reform, restructuring and benefiting people’s livelihood has been continuously enhanced. At present, our province is in the decisive stage of leaping development and building a well-off society in an all-round way in synchronization with the whole country, and its economic development presents new characteristics of relying more on consumption and service. On the whole, however, the problems of life service industry in our province, such as slow development, unbalanced development, insufficient effective supply, low quality level, and the consumption environment need to be improved, have not been fully exerted, and it is urgent to accelerate development. At the same time, the unique advantages of location, resources and openness in our province have laid a solid foundation for the development of life-oriented service industry. The improvement of national income level has expanded the new demand for life-oriented service consumption, and the information network technology has continuously broken through and expanded the new channels for life-oriented service consumption. The implementation of major national strategies such as new urbanization has expanded the new space for life-oriented service consumption, and the people’s demand for life-oriented service is growing and the requirements for service quality are constantly improving. Life-oriented service industry has great development potential and space.
Life service industry has a wide field and scope, involving all aspects of people’s lives and closely related to economic and social development. Actively adapting to and grasping the general trend of consumption upgrading and accelerating the development of life service industry are the inherent requirements for better meeting residents’ consumption needs and improving people’s quality of life; It is an effective way to stabilize growth, expand domestic demand and promote the transformation of economic growth momentum; It is a realistic need to promote the upgrading of consumption structure, lead the industry to accelerate the transformation, and realize the improvement of economic quality and efficiency; It is an important measure to enhance development coordination, promote new urbanization and promote rural prosperity and development; It is an inevitable choice to adhere to shared development, safeguard and improve people’s livelihood, enhance people’s well-being and achieve social harmony and stability.

1. Increase the effective supply of services. Encourage all kinds of market players to innovate service formats and business models, optimize service supply, increase the shortage of services and develop new services according to the development trends of residents’ income level, population structure and consumption upgrading. The urban life service industry should follow the development requirements of the integration of production and city, industrial integration and livable and suitable industry, scientifically plan the industrial spatial orientation, rationally arrange outlets and improve the service system. III. Main tasks
During the "Thirteenth Five-Year Plan" period, we will focus on the development of life service fields such as tourism, health care, old-age care, culture, residents and families, wholesale and retail, accommodation and catering, sports, education and training, which are close to serving people’s lives and have great demand potential and strong driving effect, and promote the transformation of life consumption patterns from survival, traditional and material to development, modernization and service. While promoting the accelerated development of the above-mentioned key areas, we should also strengthen guidance and support for other areas of life service industry, encourage exploration and innovation, create an inclusive atmosphere, promote the development of life service industry in integration and standardization in development, increase service supply, enrich service types and improve development level.
(1) Tourism services
Focusing on the construction of a strong tourist province, we will thoroughly implement the development strategy of integrating tourism development with urban, cultural, industrial, ecological and rural construction and opening up along the border, comprehensively optimize the structure of tourism products based on the needs of tourists, promote the transformation from sightseeing tourism products to sightseeing, leisure and holiday, special tourism products and other composite products, build a multi-level tourism accommodation system and diversified tourism catering system, create a convenient and comfortable tourism passenger transport system, and build a number of tourism industry clusters. Vigorously strengthen the training of all kinds of talents, innovate the training mode of talents, adhere to the integration of production and education, school-enterprise cooperation and work-study combination, and strengthen the training of professional talents.

Fourth, policy measures
(1) Deepening reform and opening up
Optimize the development environment. Promote fair competition in the service industry market, maintain normal market order, take effective measures to effectively eliminate administrative monopoly, industry monopoly and local protection, clean up and abolish various regulations and practices that hinder the formation of a unified national market and fair competition in the life service industry, and improve fair, open and transparent market rules. Further deepen the reform of the investment and financing system, study and put forward a negative list of market access in our province according to the negative list of market access formulated by the state, and clearly list the industries, fields and businesses of life service industry where investment and operation are prohibited and restricted. Outside the list, all kinds of subjects can enter equally according to law, encouraging and guiding all kinds of social capital to invest in life service industry.
Further promote the reform of the administrative examination and approval system, simplify the examination and approval process, comprehensively clean up and cancel unreasonable pre-approval items, strengthen post-event supervision, and prohibit disguised approval. Fully implement the national policy of examination and approval of sports events, and cancel the examination and approval of commercial and mass sports events.
