　　This "Regulation" clearly states that leading cadres are strictly forbidden to engage in five behaviors: I, my spouse, my children and their spouses participate in Moutai business activities; Taking advantage of the influence of authority or position to facilitate other specific stakeholders to obtain Moutai business qualifications, increase Moutai sales targets, and resell Moutai; Approving the operation right of Moutai liquor in violation of regulations; Illegal collection and delivery of Moutai; Other acts of illegally intervening and participating in the operation of Moutai.

　　In addition, the "Regulations" also pointed out that leading cadres should educate and manage their relatives and staff around them, and it is strictly forbidden to take advantage of their authority or position to participate in Moutai business activities.

　　At the same time, the "Regulations" emphasize that leading cadres should make clear their compliance with these regulations at the democratic life meeting of leading bodies and make a special explanation in the "Report Form on Personal Matters of Leading Cadres". Leading cadres who violate the rules shall make a special report to the relevant party organizations within 1 month from the date of issuance of the Regulations and make rectification as required. In the future, new violations shall be reported to the relevant party organizations within one month and rectified as required.

　　The "Regulations" emphasize that leading cadres who intentionally violate, evade or fail to rectify according to the regulations shall be severely dealt with according to the discipline and law in accordance with the special provisions on disciplinary action of leading cadres in Guizhou Province using Moutai for personal gain. The "Regulations" require that Guizhou, China Maotai Distillery (Group) Co., Ltd. establish a greeting registration system for leading cadres, and all questions must be registered, all greetings must be registered, and relatives of leading cadres and other specific related parties must take advantage of their powers or positions to participate in Moutai business activities. Where it is found that the registration is not registered, the responsibility of the relevant personnel shall be seriously investigated.

Work Plan of Urban and Rural Domestic Waste Classification in Zoucheng City

In order to thoroughly implement the deployment requirements of national, provincial and Jining urban and rural garbage classification, further improve the classification level of urban and rural domestic garbage in our city, effectively improve the urban and rural environment, and promote the recycling of renewable resources, According to the Regulations on the Management of Domestic Waste in Shandong Province, the Notice of Shandong Provincial Department of Housing and Urban-Rural Development and other 15 departments on the Implementation Opinions on Implementing the Regulations on the Management of Domestic Waste in Shandong Province (LuJian City Management Zi [2022] No.3), the Notice of Jining Municipal People’s Government on Printing and Distributing the Work Plan of Urban and Rural Domestic Waste Classification in Jining City (Ji Zheng Zi [2022] No.38) and other laws and policies, and in combination with the actual situation of our city, this document is formulated.

I. General requirements

(1) Guiding ideology. In-depth study and implementation of the spirit of the important instructions of the Supreme Leader General Secretary on the classification of domestic waste, adhere to the guidance of party building, and implement joint construction, governance and sharing. Adhere to the community as the focus and the people as the main body. Adhere to the government’s promotion, the participation of the whole people, the overall planning of urban and rural areas, and local conditions. Adhere to resource utilization, improve the network system of recycling materials, and improve the participation and convenience of people’s garbage recycling. Stick to it for a long time and promote habit formation. Adhere to the classification according to law, improve law enforcement procedures, and strengthen law enforcement. Adhere to the optimization and improvement of the system design and implementation path of source reduction, classified delivery, classified collection, classified transportation and classified treatment of domestic waste, strive to improve the classified coverage of domestic waste, and constantly create a new pattern of urban and rural domestic waste classification.

(2) Work objectives. The implementation period of this scheme is from 2023 to 2025. By the end of 2023, urban and rural areas will achieve full coverage of domestic waste classification on a higher standard, and improve the classification system standards for urban and rural domestic waste classification, classified collection, classified transportation and classified treatment; The recycling rate of urban domestic waste is above 30%, and more than 50% of the towns and streets in the city have basically built provincial-level domestic waste classification demonstration areas. By the end of 2025, a sound system and mechanism for the classification of urban and rural domestic waste will be established, and all hotels, hotels, homestays and other places in the city will no longer provide disposable plastic products on their own initiative, and non-degradable disposable plastic tableware will no longer be used in catering services; Residents generally form the habit of classifying domestic waste, and the awareness rate of garbage classification is over 96%; The recycling rate of municipal solid waste is above 35%, and the resource utilization rate is around 85%.

(3) Standard mode. The domestic garbage of urban residents is mainly classified into three categories, that is, recyclables, harmful waste and other garbage (kitchen waste is classified and put into other garbage). Demonstration areas should be classified into four categories, that is, recyclable materials, harmful waste, other garbage and kitchen waste. Municipal roads, garden scenic spots, commercial entertainment and other public places are classified according to recyclables and other garbage. In rural areas, we will continue to implement the "one stop" and "four points" model: "one stop" means that the resource utilization station covers the villages and classifies recyclables, harmful waste, kitchen waste and other wastes; Uncovered areas can be recycled and other garbage by adopting "two classifications"; "Four points", that is, within the town street, reasonably set up recyclable collection points, inert garbage (ash residue, broken bricks and old tiles, etc.) landfill points, temporary storage points for large pieces of garbage, and toxic harmful waste collection points. The classification and reduction of rural domestic garbage will be implemented, effectively reducing the amount and frequency of rural domestic garbage that needs to be transported abroad. Encourage further refinement of recyclables according to paper, plastic and metal. According to the unified arrangement of the city, the renovation waste transfer and sorting yard will be planned and built to solve the problems of classification, resource utilization and harmless disposal of renovation waste. All towns, streets and departments should, according to their own conditions, seek truth from facts and adjust measures to local conditions, actively do a good job in garbage sorting, and do not engage in "sports" or "one size fits all".

Second, the task

Focusing on the work objectives, we will focus on the following six tasks:

(A) to strengthen organizational leadership, to build a new pattern of work to promote

1. Party building leads joint efforts to advance. Give full play to the leading role of Party building and the exemplary role of party member. Party organization meetings regularly arrange research on garbage sorting, and members of the party organization team are in charge of garbage sorting; In carrying out activities such as theme party day, civilized practice in the new era, and evaluating the first tree, the content of garbage classification should be properly integrated. Let party member become the vanguard and pioneer of garbage sorting in work and life. The implementation of garbage classification will be included in the evaluation system of urban management assessment (street), rural revitalization assessment (town), performance assessment of government agencies and units, and the creation of civilized units, and the application of results will be strengthened.

2. the "number one" personally caught it. Taking the classification of urban and rural domestic waste as a concrete action to implement the supreme leader’s ecological civilization thought. Establish a leading group for urban and rural domestic waste classification headed by the mayor to promote the key work of domestic waste classification in the city as a whole. The "first-in-command" serves as the leader of the leading group for waste sorting in their respective departments and units, and gives key protection in terms of people, money and materials. Regular scheduling, special investigation, on-site problem solving, and the work development as an important content of reporting to the superior.

3. The joint meeting is scheduled regularly. The office of the joint meeting of urban and rural environmental sanitation was established, located in the Municipal Comprehensive Law Enforcement Bureau, which was responsible for the overall coordination and supervision of urban and rural garbage classification, urban and rural environmental sanitation integration, urban environmental sanitation and other work. Hold a scheduling meeting every month to supervise the implementation of the work and coordinate and solve problems.

4. Integrate into community governance. Taking the classification of domestic waste as an important carrier to strengthen grass-roots governance, taking the community as a unit, and gradually forming the joint efforts of community (village) party organizations, neighborhood (village) committees, owners’ committees, property service enterprises, units under the jurisdiction, social organizations, and neighborhood (village) people. Relying on the inspection teams of grid social governance, comprehensive law enforcement and third parties, we will increase the daily inspection and supervision of domestic waste classification in residential areas and blocks, establish a notification and feedback mechanism, and form a strong joint force for the whole society to jointly promote domestic waste classification.

5. Implement the responsible person system for delivery management. Units, families and individuals that produce domestic garbage shall fulfill their obligations of classified delivery of domestic garbage according to law, and deliver domestic garbage to designated places or designated collection containers and facilities in accordance with the prescribed manner, time and place. The realty service provider shall implement the requirements for classified management of domestic garbage within the realty service area, do a good job in setting and maintaining the domestic garbage collection containers, guide and urge the owners to put the domestic garbage in a classified manner, and promptly persuade and stop the behavior of not putting the domestic garbage in a classified manner according to the requirements. Hotels, restaurants, accommodation, restaurants, shopping malls, bazaars, exhibitions, fairs and other business units, the business management unit is the person in charge of management, organs, institutions, enterprises, roads, squares, green spaces, parks, airports, stations, docks and other public places, the management unit is the person in charge of management. The realty service enterprise or other organization entrusted by the person in charge of domestic waste management shall be regarded as the person in charge of management. The person in charge of management shall strictly implement the requirements of domestic waste classification, be responsible for the establishment and maintenance of classified collection facilities within the jurisdiction, establish a daily management system, publicize, guide and supervise the classified delivery of domestic waste. If the person in charge of management finds that the delivery of domestic garbage does not meet the classification requirements, it shall require the delivery person to sort it before delivery; If the delivery person fails to sort according to the requirements, the person in charge of management may refuse to deliver it. Implement the system of garbage classification in the responsibility area, and clarify the relevant responsible persons and their responsibilities. Restrict by means of education, punishment, refusal of shipment and inclusion in the social credit system according to the law and regulations.Gradually improve the accuracy and coverage of domestic waste classification.

(B) the establishment of basic ledger, improve the level of intelligent management

The lead units, towns and streets should find out the base of garbage classification indicators, master the dynamics of basic data, and submit the work ledger of last month before the 5th of each month, and the office of the joint meeting of urban and rural environmental sanitation will conduct summary disposal.

1. Find out the base numbers of households, party member cadres and volunteers in towns, streets and villages (communities), establish the accounts of households, party member leading cadres, volunteers and supervisors involved in garbage sorting and update them dynamically.

2. Find out the base number of public institutions (institutions, schools, hospitals, etc.) and enterprises in the city, strengthen their leading role, establish public institution ledgers to participate in garbage classification, carry out garbage classification education activities ledgers and make dynamic updates.

3. Towns and streets should establish classified trash cans, sorting stations, classified transport vehicles and data ledgers of collection and transportation capacity. Sub-communities shall establish the data ledger of the collection volume of recyclables, harmful waste, kitchen waste and other garbage.

4. Give full play to the role of the intelligent supervision cloud platform for garbage classification, enrich and improve the intelligent information management means for garbage classification, realize real-time garbage classification data collection, and improve the accuracy of garbage classification data. Improve the level of visual supervision. Through big data analysis, the classification measures and supervision direction are dynamically adjusted. Make the classification accurate and the data accurate.

(3) Planning and design first, and strengthening the construction of facilities software and hardware.

1. Standardize the classification marks of domestic waste. According to the national "Domestic Waste Classification Mark" (GB/T 19095—2019), the renewal of domestic waste classification mark will be carried out in an orderly manner based on the principle of resource conservation and gradual transition. It is clear that the "birds of a feather flock together to make use of resources" logo is the classification logo of urban and rural garbage in our city, and the specific logo graphics and colors shall be subject to the announcement of the Municipal Comprehensive Law Enforcement Bureau.

2. "Hardware" construction. (1) New construction, renovation or expansion of residential buildings, public buildings, public facilities and other construction projects shall be supported by the construction of domestic waste sorting facilities, and new residential areas shall be supported by the construction of closed collection facilities for domestic waste, fixed-point collection houses for domestic waste sorting, temporary storage points for large-sized waste, decoration waste and green waste, recycling points for renewable resources and other facilities, which shall be included in the completion acceptance and put into use on schedule. The renovation of old residential areas shall be carried out according to the standards of new residential areas. (2) The setting of classified delivery points should follow the principles of "adjusting measures to local conditions, relative concentration" and "reasonable layout, convenient and beautiful, clean and tidy". The construction form of dropping point is mainly dropping pavilion, supplemented by collecting container room. The number of recyclable collection containers is set at one per 300 households. The number of collection containers in harmful waste is one for every 600 households. Harmful waste delivery point should be set separately at the main entrance and exit of residential area, and there should be someone to look after it. Set the wrong delivery point in combination with the actual situation. Classified delivery sites should have hard ground, rain protection function and lighting facilities; Conditional to install cameras, full box alarm facilities, etc., to achieve intelligent management. (3) Newly built, renovated (expanded) residential areas shall be built with at least one domestic waste sorting and collection room, with a service radius of not more than 300m and independent construction. The collection room should be provided with a classified dropping area, an empty bucket area, a full bucket area, a cleaning area, a recyclable sorting area and a tool room. Residential areas should be provided with at least one storage point for bulky garbage and decoration garbage.(If the residential building area is below 100,000 ㎡, the storage area shall not be less than 30 ㎡; If the residential building area is over 100,000 ㎡, the storage area shall not be less than 50㎡). (4) Implement the upgrading and reconstruction project of garbage transfer station. Promote the connection between the garbage collection and transportation system and the recycling system of renewable resources, change the current situation that the existing garbage transfer station can only transfer other garbage, and do a good job in the classified transfer and partition management of kitchen waste, harmful waste and other garbage. Conditional areas can be combined with renewable resource sorting centers, public toilets and other facilities to build a complex, open up a special area for domestic waste classification and popularization of science, promote the formation of a multi-functional and diversified transshipment network connected with source classification, and further improve the garbage classification function of domestic waste transfer stations. Led by the Municipal Comprehensive Law Enforcement Bureau, the upgrading and transformation of all transfer stations in the city will be fully completed by the end of 2024.

3. "Software" management. (1) Newly-built, renovated (expanded) residential area domestic waste sorting facilities should be planned in a unified way, and facilities such as daily domestic waste dropping points, collection rooms, collection stations, large-sized garbage storage points and decoration garbage storage points should be set up, which should be designed, constructed, accepted and put into use synchronously with residential areas. (2) The Municipal Bureau of Natural Resources and Planning is responsible for transferring the land, and simultaneously publicizing the planning conditions and the construction conditions including the construction of sanitation facilities proposed by the housing and construction departments. Bidders and bidders who participate in the transfer of land use rights should be included in the project development and construction cost calculation according to the relevant contents. The Municipal Comprehensive Law Enforcement Bureau shall sign a supervision agreement with the transferee of land use rights, and incorporate the supporting construction conditions of garbage sorting facilities into the agreement. (3) The Municipal Housing and Urban-Rural Development Bureau shall review the construction conditions of waste sorting facilities when participating in the joint review of planning and design schemes, joint review of construction drawings and joint acceptance of completion. The transferee shall carry out real estate development and operation activities in strict accordance with the planning and design scheme, construction project design scheme and other agreed contents. (4) The Municipal Comprehensive Law Enforcement Bureau, the Municipal Housing and Urban-Rural Development Bureau and the Municipal Natural Resources and Planning Bureau should strengthen the tracking and guidance of the construction process, supervise the implementation of the construction conditions of garbage sorting facilities, and order them to make corrections and reorganize the completion acceptance if they find any violation of laws or regulations or violation of the construction conditions. If the development enterprise refuses to make corrections, it shall be ordered to bear corresponding responsibilities in accordance with the relevant provisions of the construction conditions or the agreement. (5) The barrel shall be removed and placed at a fixed point. Actively promote "building houses (pavilions) from barrels"+timed delivery+supervision and guidance before barrel "and other effective classified delivery modes. All new buildings will adopt the fixed-point delivery mode of withdrawing barrels, and the original residential areas can also reduce the delivery points appropriately, while continuing to do a good job in publicity and mobilization. Constantly improve the management level of classified delivery at regular and fixed points. (6) Strengthen site supervision. Set up the post of on-site supervisor. In principle, all classified delivery sites shall arrange on-site supervisors to check and guide during the delivery period. In the residential area with property management, the property company will arrange supervisors, and in other non-property management residential areas (villages), the supervisors will be arranged by the town street or community, focusing on guiding residents to accurately deliver broken bags and forming good delivery habits. The supervisor’s salary is included in the cost of property management or village management funds. Supervisors can work full-time and part-time. (7) Strictly implement classified collection and transportation management. When signing the collection and transportation agreement, the collection and transportation party must have the qualification of garbage removal, specify the types of garbage removal, and be equipped with vehicles that meet the requirements of all kinds of garbage removal. Other wastes are transported to domestic waste transfer stations or incineration power plants. Recyclable materials shall be handled by qualified renewable resource recycling enterprises. Urban kitchen waste is handed over to the kitchen waste treatment plant for collaborative treatment; Rural kitchen waste is removed to the nearest resource utilization station. Toxic harmful waste shall be stored in a standardized way and then handed over to qualified enterprises for treatment. At the same time, strengthen personnel training, establish a special account, so that special barrels are special, special cars are special, special lines are special, and barrels and cars are of the same color. Strengthen the supervision and inspection of the order of collection and transportation, and resolutely put an end to mixed collection and mixed operation.

(D) Deepen the "integration of the two networks" and promote the recycling of resources.

Accelerate the function promotion, publicity and application promotion of the recyclable recycling platform, improve the offline door-to-door recycling system, realize the efficient operation of online booking, door-to-door recycling and classified treatment, and continuously improve the recycling rate of domestic garbage.

2. Deepen the construction of "two networks integration" system. Promote the sharing of domestic waste classification system and facilities and places related to recycling of renewable resources. Towns and streets should standardize the recycling enterprises of renewable resources within their jurisdiction and promote the intelligent recycling system in the community according to local conditions. On the basis of classified collection, treatment and utilization of high-value recyclables such as waste paper shells and waste plastics, the types of recycling are expanded to low-value wastes such as waste glass, and the proportion is continuously increased to achieve full coverage of community and village collection services for recyclables.

(5) Deepen social mobilization and form a good habit of conscious classification.

1. Continue to carry out household publicity. Regularly carry out national action days and other special theme publicity activities to achieve full coverage of household publicity, ensure that the awareness rate of household waste classification is above 96%, and the habit of accurate classification is gradually formed. On the basis of summarizing the existing models, residents who correctly classify and put in garbage will be rewarded with convertible points by establishing and perfecting residents’ "green accounts" and "environmental protection files".

2. Continue to carry out public welfare publicity. Give full play to the role of various media propaganda positions, and use public propaganda platforms such as traffic stations, public venues, commercial blocks and park scenic spots to carry out public welfare publicity on domestic waste classification, with the annual publicity times not less than 10% of the public welfare publicity times.

3. Continue to carry out voluntary activities. Strengthen the cultivation of volunteers, establish a volunteer team for domestic waste classification in towns and streets, organize training, supervise a unit, contact a community (village residence), drive a group of families and carry out many activities at least once a year. Explore "social workers+volunteers" and other modes to promote enterprises and social organizations to carry out garbage sorting services.

4. Continue to carry out classified training. Focus on the garbage sorting training of public institutions, key industries, property companies and sanitation workers, and achieve full coverage of garbage sorting training of public institutions in the city before the end of 2023.

5. Create a good atmosphere for the whole society to participate. Extensively carry out the activities of "creating a beautiful environment and a happy life together", advocate a virtuous and healthy lifestyle, and incorporate social mobilization of domestic waste classification into the creation of various civilizations. Give full play to the advantages of social mobilization of trade unions, the Communist Youth League and women’s federations, support third-party organizations to provide professional services, guide trade associations to formulate self-discipline regulations, and expand the ranks of volunteers and social supervisors to publicize and guide the classification of domestic waste. Towns, streets and villages (residential) mobilized party member, retirees and enthusiastic citizens to form a volunteer supervision team to supervise the classified delivery of domestic waste in communities, units and shops along the street.

6. With the construction of sanitation culture, the classification of domestic waste will be blessed. Interim Measures of Beijing Municipality on Compensation for Water Ecological Regions

Chapter I General Provisions

　　Article 1 In order to further improve the management policy of water ecological protection and restoration in this Municipality, we urge all district governments in the river basin (including the Administrative Committee of Beijing Economic and Technological Development Zone, the same below) to implement the main responsibility of water ecological protection and restoration by economic means, promote the continuous improvement of water ecological health level, and build a "Happy River for the benefit of the people". According to the relevant provisions of the state and this Municipality, these Measures are formulated in accordance with the interest-oriented mechanism of "the protector benefits, the user pays and the infringer compensates".

　　Article 2 These Measures shall apply to the economic compensation activities carried out among the river basin governments within the administrative area of this Municipality to promote the protection and restoration of water ecology.

　　Article 3 These Measures shall be formulated in accordance with the following principles:

　　(1) Adhere to the problem orientation. Guided by promoting the high-quality development of the capital and aiming at promoting the water ecological health, the key factors and outstanding problems affecting the water ecological health are focused, and the assessment indicators and accounting methods are determined.

　　(2) Adhere to integrity and innovation. According to the work requirements of water ecological protection and restoration in the new stage, adjust the accounting standards of compensation funds, expand and enrich assessment indicators, improve policy-driven efficiency, promote the connectivity of rivers and lakes, and enhance the habitat and biodiversity of rivers and lakes.

　　(3) Adhere to simplicity. The assessment indicators and accounting methods not only follow the natural law of water ecological protection and restoration, but also adhere to the scientific and systematic nature, fully consider the realistic conditions, avoid seeking perfection, adopt the existing water ecological monitoring data and mature norms and standards, and strive to make the accounting methods clear, simple and operable.

Chapter II Assessment Indicators and Accounting Methods

　　Article 4 In view of the key factors affecting the aquatic ecosystem, three assessment indicators and thirteen accounting indicators are set.

　　(1) Water flow indicators. The assessment content includes water length and liquidity, and there are three accounting indicators.

　　Liquidity includes two accounting indicators: the removal of blocking facilities and the control of river blocking.

　　(2) Water environment indicators. The assessment content includes the annual task of water quality and sewage treatment, with eight accounting indicators.

　　The water quality includes pollutant concentration in cross-regional section and total nitrogen in upstream storage of Miyun Reservoir. Among them, the pollutant concentration in cross-regional sections includes three accounting indexes: ammonia nitrogen, total phosphorus and permanganate index (or chemical oxygen demand). The permanganate index is suitable for sections with water quality objectives of Class II and III, and the chemical oxygen demand is suitable for sections with water quality objectives of Class IV and V..

　　The annual task of sewage treatment includes four accounting indicators: sewage treatment project construction, sewage cross-regional treatment capacity, overflow pollution storage capacity and reclaimed water allocation and utilization capacity.

　　(3) Water ecological indicators. The assessment content includes habitat and biology, and there are two accounting indicators.

　　Habitat accounting indicators focus on river flow pattern, sediment, coastline, vegetation coverage and other factors.

　　Biological accounting indicators focus on the diversity and abundance of aquatic animals and plants.

　　For habitat and biological accounting indicators, refer to the survey scoring method in Technical Specification for Water Ecological Health Assessment (DB11/T1722—2020) to determine the scoring value, and assess the different ecological functions of mountainous and plain (country or city) river sections respectively.

　　Article 5 The accounting method for the compensation for the length of a river with water is:

　　(a) there is a long assessment of the implementation of inventory management. The assessment list of each district is based on the first water survey of 425 rivers in this city, and the uncontrollable seasonal rivers and municipal river sections are deducted. In case of special drought year, this indicator will not be assessed for the time being.

　　(two) the compensation payable by a river in a certain area is the annual assessment target value MINUS the length of the existing river in that year, and then multiplied by the compensation standard. The compensation shall be paid by the relevant district government responsible for reducing the length of the river, and the total compensation shall be accumulated according to the number of river sections.

　　(three) the annual assessment target value of a river with water is the average length of the river with water from March to June in the first three years of the river (excluding special drought years).

　　(4) The compensation standard for the length of rivers with water is 200,000 yuan/km and 600,000 yuan/km per year respectively according to the two situations of mountainous and plain rivers.

　　(5) The Municipal Water Affairs Bureau shall, jointly with the relevant district governments, formulate the assessment list of the length of rivers and the annual implementation plan of water source allocation, and organize relevant monitoring and evaluation work.

　　Article 6 The accounting method of liquidity compensation is as follows:

　　(1) Liquidity assessment shall be subject to list management, and the assessment list of blocking facilities in each district shall be formulated on the basis of the assessment list of water and river chiefs.

　　(two) the relevant district government should dismantle the river liquidity blocking facilities that no longer have the functions of flood control and water resources allocation in time according to the annual demolition plan. The relevant district governments that have not completed the annual demolition plan should pay compensation according to the total number of unfinished demolition multiplied by the individual compensation standard. The single compensation standard is 1.5 million yuan per place per year.

　　(3) For the blocking facilities that are not included in the annual demolition plan, when the downstream flow is cut off due to blocking, the compensation shall be calculated and paid cumulatively according to the number of blocking flows of each facility multiplied by the compensation standard. The compensation standard is 300,000 yuan per place.

　　(four) by the Municipal Water Affairs Bureau in conjunction with the relevant district government to develop blocking facilities assessment list, annual demolition plan and control management procedures, and organize relevant monitoring and evaluation work.

　　Seventh cross-regional cross-section pollutant concentration assessment and accounting methods are:

　　(1) When the pollutant concentration in the cross-regional section is lower than the water quality target value, the upstream district government of the section shall pay compensation to the downstream district government; When the pollutant concentration in the cross-regional section is better than the water quality target value, the downstream district government of the cross-regional section shall pay compensation to the upstream district government.

　　(2) The compensation for cross-regional pollutant concentration payable in a certain district is the sum of the compensation for the cross-regional section that is inferior to the water quality target value and the compensation paid for the entry section that is superior to the water quality target value. The compensation for the same cross-regional section shall be calculated monthly according to all accounting indicators.

　　(three) if the cross-regional section is cut off all month, the compensation for the section will not be calculated in that month; If the whole month is not cut off, the compensation for this section shall be calculated based on the average value of the monitoring data of the rainy days in that month; If the cross-regional section is located in the river section of the district boundary, the compensation shall be shared according to the proportion of pollutant discharge in the relevant areas within the basin; When the number of exit and entry sections of the same basin in the same area is inconsistent, the pollutant concentrations of multiple exit and entry sections will be weighted according to the average water volume of each section to calculate the compensation; When the concentration of pollutants in the cross section is lower than the target value of water quality due to illegal sewage discharge, the compensation shall be calculated based on the maximum concentration value monitored in the current month.

　　(four) according to the relevant requirements of the national surface water ecological environment quality assessment, combined with the actual situation of this Municipality, determine the target value of pollutant concentration and water quality in cross-regional sections; The monitoring method shall be implemented in accordance with the national technical specifications for surface water monitoring, and the specific monitoring scheme shall be formulated by the Municipal Bureau of Ecology and Environment.

　　(5) The setting of cross-regional sections is proposed by the Municipal Bureau of Ecology and Environment in conjunction with the Municipal Water Affairs Bureau and relevant district governments.

　　(VI) Compensation for pollutant concentration in cross-regional section shall be calculated according to the following standards: when the concentration of pollutants (chemical oxygen demand or permanganate index, ammonia nitrogen and total phosphorus) in cross-regional section is lower than the target value of water quality in this section, the compensation standard for such pollutants is 300,000 yuan/month for every functional category that its concentration deteriorates relative to the target value of water quality in this section. When the pollutant concentration in the cross-regional section is better than the water quality target value of the section, the compensation standard for this pollutant is 300,000 yuan/month for each functional category whose concentration is better than the water quality target value of the section.

　　When the concentration of any pollutants (chemical oxygen demand or permanganate index, ammonia nitrogen, total phosphorus) in the cross-regional section is lower than Class V, the compensation will be withheld for 5 million yuan/month at one time; When the section is worse than Class V for more than 3 months (inclusive) in a year, the total compensation for the section will be doubled and liquidated at the end of the year.

　　Article 8 The compensation for total nitrogen in the upstream storage of Miyun Reservoir shall be calculated in the way of "concentration control and total payment":

　　(a) when the total nitrogen concentration of the river storage section exceeds the assessment target value, the storage section shall pay compensation. The compensation amount is the total nitrogen whose concentration exceeds the assessment standard multiplied by the total nitrogen compensation standard, and the relevant district government will share the compensation for the storage section according to the proportion of the total nitrogen in the river storage.

　　(2) The assessment target value of total nitrogen in storage shall be determined by the Municipal Water Affairs Bureau in conjunction with the Municipal Bureau of Ecological Environment and relevant district governments in light of the actual situation, aiming at different storage rivers. The compensation standard is 1.57 million yuan/ton per year.

　　(three) when the total nitrogen concentration of the inflow river is greater than that of the inflow river, the compensation in this area will be doubled.

　　(4) The setting of total nitrogen assessment storage section and cross-regional section is proposed by the Municipal Water Affairs Bureau in conjunction with the Municipal Ecological Environment Bureau and relevant district governments.

　　(5) The Municipal Water Affairs Bureau shall, jointly with the Municipal Bureau of Ecology and Environment, organize the monitoring of total nitrogen concentration and water quantity in the assessment section, and formulate specific monitoring plans.

　　Ninth sewage treatment annual task compensation accounting method is:

　　(a) the relevant district government that fails to complete the annual sewage treatment project construction task on schedule shall pay compensation. The compensation amount is converted into sewage treatment amount according to the project design scale and the number of extension days, and multiplied by the compensation standard for accounting. The compensation standard is 2.5 yuan/ton.

　　(2) If sewage in a certain district is treated by sewage treatment facilities in other districts, the district government shall pay compensation for cross-regional treatment according to the cross-regional treatment capacity. The compensation amount is the cross-regional processing capacity multiplied by the compensation standard. The compensation standard is 2.5 yuan/ton.

　　(3) The relevant district government that fails to complete the annual construction task of overflow pollution storage facilities on schedule shall pay compensation, and the compensation amount shall be the project design storage scale multiplied by the number of times of rainfall of more than 15mm and less than 33mm, and then multiplied by the compensation standard. The compensation standard is 2.5 yuan/ton.

　　If overflow pollution enters the river due to the abnormal operation of overflow pollution storage facilities, the district government shall pay compensation. The compensation amount is the overflow polluted water multiplied by the compensation standard. The compensation standard is 2.5 yuan/ton.

　　(four) the relevant district government that fails to complete the annual task of allocation and utilization of reclaimed water on schedule shall pay compensation. The compensation amount is the difference between the annual allocation and utilization of reclaimed water and the assessment target value, multiplied by the compensation standard. The compensation standard is 1 yuan/ton.

　　(five) the annual task index of sewage treatment in each district is put forward by the Municipal Water Affairs Bureau in conjunction with the relevant district governments.

　　Tenth water ecological compensation accounting method is:

　　(a) in a certain area, if the score value of the habitat and biological accounting index of a certain river section fails to reach the assessment target value, the relevant district government shall pay compensation according to the habitat and biological accounting index respectively. The compensation amount is the difference between the target value and the score value of the assessment of habitats and organisms in the reach multiplied by the compensation standard of habitats and organisms respectively.

　　(2) The target value of habitat and biological assessment is determined according to the lower limit value of health grade in Technical Specification for Water Ecological Health Assessment (DB11/T1722—2020), and the compensation standard is 2 million yuan/minute and 3 million yuan/minute respectively.

　　(three) according to the classification assessment of mountainous and plain (country or city) river sections, and the implementation of inventory management, the Municipal Water Affairs Bureau in conjunction with the Municipal Ecological Environment Bureau, the relevant district government to develop a list of assessment river sections.

　　(four) by the Municipal Water Affairs Bureau in conjunction with the Municipal Bureau of Ecological Environment organization to carry out water ecological health monitoring and evaluation work, and formulate specific monitoring and evaluation plan.

Chapter III Accounting, Collection, Distribution and Use of Compensation

　　Eleventh compensation by the Municipal Water Affairs Bureau in conjunction with the Municipal Bureau of Ecology and Environment, the Municipal Finance Bureau to organize the district government accounting, according to the annual collection.

　　(a) there are long rivers, liquidity, sewage treatment annual task compensation by the Municipal Water Affairs Bureau, according to the annual accounting. Compensation for pollutant concentration in cross-regional sections shall be calculated monthly by the Municipal Bureau of Ecology and Environment. The total amount of total nitrogen and water ecological compensation in the upper reaches of Miyun Reservoir shall be organized by the Municipal Water Affairs Bureau in conjunction with the Municipal Bureau of Ecological Environment, and shall be accounted for annually.

　　(two) the Municipal Water Affairs Bureau, the Municipal Bureau of Ecological Environment and the Municipal Finance Bureau shall report the accounting results of the compensation payable in the previous year to the municipal government for examination and approval, and notify the district governments, and the municipal finance bureau shall settle with the district finance bureaus.

　　Twelfth compensation shall be distributed in accordance with the following provisions:

　　(1) Compensation paid for the long river, failure to complete the annual task of removing blocking facilities, blocking liquidity, total nitrogen in the upstream of Miyun Reservoir, construction of sewage treatment projects, storage of overflow pollution, allocation and utilization of reclaimed water, habitat and biological assessment, 70% will be allocated to the paying district government, and 30% will be compensated to the downstream district government.

　　There is a long river, the annual task of dismantling blocking facilities has not been completed, liquidity has been blocked, sewage treatment project construction, overflow pollution storage, reclaimed water allocation and utilization, habitat and biological assessment compensation. When the downstream is a municipal river course or other provinces and cities, and the upstream of Miyun Reservoir is Miyun Reservoir, the compensation will be coordinated by the municipal level.

　　(two) the cross-regional cross-sectional pollutant concentration is lower than the target value of water quality compensation to the downstream district government; Compensation arising from the appearance of inferior V water bodies in the cross-regional section for more than 3 months (inclusive), and when the downstream of the section is a foreign province or city, the compensation shall be co-ordinated by the municipal level. The compensation arising from the pollutant concentration in the cross-regional section being better than the water quality target value shall be compensated by the downstream district government to the upstream district government.

　　(three) the compensation paid for cross-regional sewage treatment, 30% by the municipal co-ordination, 70% compensation to the district government where the cross-regional treatment facilities.

　　Thirteenth compensation shall be used in accordance with the following provisions:

　　(1) Use of water flow compensation. There are long rivers, the annual task of dismantling blocking facilities has not been completed, and the compensation paid for blocking liquidity assessment should be used for the purchase of water sources (including reclaimed water), the dismantling of water flow blocking facilities, the transmission and distribution of water resources (including reclaimed water) and the protection and restoration of water ecology.

　　(two) the use of water environment compensation. The compensation paid by the cross-regional cross-section pollutant concentration assessment shall be used for the ecological environment protection of drinking water source areas, the treatment of inferior V water bodies, the cleaning and remediation of sewage outlets entering the river, the water ecological protection and restoration, and the construction, operation and maintenance of related monitoring facilities.

　　The compensation paid for the assessment of the total nitrogen in the upper reaches of Miyun Reservoir is all used for the total nitrogen control in the upper reaches of Miyun Reservoir.

　　The compensation paid for sewage treatment project construction, sewage trans-regional treatment, overflow pollution storage and allocation and utilization of reclaimed water shall be used for the construction, operation and maintenance of facilities such as water source (including reclaimed water) purchase, water resources transportation and distribution (including reclaimed water transportation and distribution), sewage collection and treatment, sludge disposal, overflow pollution storage and storage, and water ecological protection and restoration.

　　(three) the use of water ecological compensation. The compensation paid by the assessment of habitat and biology shall be used for the purchase of water sources (including reclaimed water), the transportation and distribution of water resources (including reclaimed water) and the protection and restoration of water ecology.

　　(IV) The municipal co-ordination part of the above three types of compensation shall be determined by the Municipal Water Affairs Bureau in conjunction with the Municipal Bureau of Ecological Environment and the Municipal Finance Bureau, taking into account the situation of water source protection, water source (including reclaimed water) purchase, water resources transmission and distribution (including reclaimed water transmission and distribution), water environment management and annual key areas and key work of water ecological protection and restoration in the whole city.

　　Article 14 The Municipal Water Affairs Bureau is responsible for organizing the formulation of compensation accounting rules for assessment indicators of water flow, water environment and water ecology except cross-regional pollutant concentration, the Municipal Bureau of Ecology and Environment is responsible for organizing the formulation of compensation accounting rules for cross-regional pollutant concentration, and the Municipal Finance Bureau is responsible for organizing the formulation of implementation rules for the management of compensation settlement and use.

　　Fifteenth kinds of compensation is not only the compensation for water ecological environment damage, but also the special funds for water environmental management and water ecological protection and restoration, and shall not be withheld, misappropriated or misappropriated for any reason or way. The compensation unit shall establish a special file to record the implementation of the project and the use of compensation. The financial departments of each district shall, jointly with the water affairs and ecological environment departments, submit the annual use of compensation in this district to the municipal finance, water affairs and ecological environment departments. The relevant departments of the city should regularly supervise and inspect the management and use of compensation funds in various districts and the implementation of the project; In violation of the provisions, the compensation will be deducted in the next year. If the circumstances are serious, the relevant departments shall investigate the responsibilities of relevant units and personnel according to the rules and regulations.

　　Sixteenth Municipal Water Affairs Bureau and Municipal Bureau of Ecology and Environment will report the assessment results of water ecological compensation in each district to the municipal government for approval, and then notify the district governments and announce them to the public in an appropriate way.

Chapter IV Supplementary Provisions

　　Seventeenth compensation standards and contents of these measures shall be revised in a timely manner according to the economic and social development of this Municipality and the protection and restoration of water ecology and water environment. The district governments may refer to these measures to establish a water ecological compensation mechanism between township governments (street offices) within their respective administrative areas.

　　These Measures shall be interpreted by the Municipal Water Affairs Bureau in conjunction with the Municipal Ecological Environment Bureau and the Municipal Finance Bureau, and shall come into force as of January 1, 2023. The Notice of the General Office of the Beijing Municipal People’s Government on Printing and Distributing the Measures for Regional Compensation of Water Environment in Beijing (for Trial Implementation) (No.57 [2014] of Beijing Zhengban Fa) shall be abolished at the same time.
