Public recruitment announcement of institutions affiliated to the Central Network Information Office in 2018

   According to the needs of the work, in accordance with the Regulations on Personnel Management of Public Institutions, Interim Provisions on Open Recruitment of Public Institutions and Notice on Further Regulating Open Recruitment of Public Institutions, the institutions affiliated to the Central Network Information Office openly recruited 35 staff members in 2018. The relevant matters are hereby announced as follows:

   I. Recruitment positions

   (A) for college graduates to recruit positions

   21 cyber security emergency command centers

   Among them, there are 18 emergency duty posts for network content management (6 students from Beijing and 12 students from outside Beijing) and 3 emergency duty posts for network operation technology (1 student from Beijing and 2 students from outside Beijing).

   (2) Recruitment positions for social personnel

   1. 2 cyber security emergency command centers.

   Among them, there is one human resource management post and one accounting post.

   2. China Cyberspace Research Institute 7.

   Among them, there are 1 human resource management post, 1 cashier post, 1 scientific research management post and 4 comprehensive management posts.

   3. 5 training centers

   Among them, there are 1 human resource management post, 1 accountant post, 1 cashier post, 1 training management post and 1 website management post.

   Second, the registration conditions

   In addition to the basic conditions stipulated in the Regulations on Personnel Management of Institutions, the Interim Provisions on Open Recruitment of Institutions and the Notice on Further Regulating Open Recruitment of Institutions, applicants also need to meet the following qualifications:

   (A) for college graduates to recruit positions

   1. Have People’s Republic of China (PRC) nationality;

   2. party member of the Communist Party of China, with good political quality, firm ideals and beliefs, law-abiding, and no violations of laws and regulations and bad records;

   3. Full-time unified recruitment of fresh graduates in colleges and universities across the country should generally obtain a bachelor’s degree or above and a bachelor’s degree or above in the corresponding major before the end of July 2018. The professional reference catalogue is the "Undergraduate Professional Catalogue of Colleges and Universities" by the Ministry of Education;

   4. Physical and mental health;

   6. In any of the following circumstances, you may not apply for the exam:

   Non-national college graduates; Persons who failed to obtain the corresponding academic degree upon graduation; Persons who have received criminal punishment for crimes; Persons who have been expelled from public office; Persons under punishment or under the influence period; Persons who have been found to have serious violations of discipline such as fraud in the examination of civil servants at all levels and the recruitment of public institutions; Other circumstances in which laws, regulations and policies stipulate that it is not allowed to be employed as a staff member of a public institution.

   (2) Recruitment positions for social personnel

   1. Have a permanent residence in Beijing;

   2. Generally speaking, he should be party member of the Communist Party of China (except for a few positions), with good political quality and professional ethics, firm ideals and beliefs, law-abiding, and no violations of laws and regulations and bad records;

   3. Have obtained a bachelor’s degree or above and a bachelor’s degree or above in the corresponding major, and the professional reference catalogue is the "Undergraduate Professional Catalogue of Ordinary Colleges and Universities" by the Ministry of Education;

   4. The age is generally not more than 35 years old, that is, born after April 2, 1983. Those with rich relevant work experience and outstanding comprehensive quality can be appropriately relaxed;

   5. Have more than 2 years relevant working experience;

   6. Physical and mental health;

   8. Under any of the following circumstances, you may not apply for the exam:

   Third, the work steps

   Open recruitment is divided into online registration, preliminary qualification examination, written examination, qualification review, interview, physical examination, inspection, publicity and employment.

   (1) Online registration

   8: 00 on April 2, 2018 — At 17: 00 on April 12th, applicants registered on China Netcom (www.cac.gov.cn), and each applicant was limited to one position. Network technical consultation telephone: 010-68771302.

   (2) Preliminary qualification examination

   Conduct online qualification preliminary examination for the applicants and determine the participants in the written test. The ratio of the number of people who take the written test to the number of positions to be openly recruited is generally not less than 8:1. If the required proportion is not reached, decide whether to cancel the position or reduce the number of positions according to the situation before the written test begins.

   Applicants must fill in their personal information truthfully. Anyone who practices fraud will be disqualified from open recruitment once verified.

   After the registration, the results of preliminary qualification examination and written notice will be issued in China Netcom. Please log on to China Net to download and print the admission ticket for those who take the written test (those who enter the interview will continue to use this card).

   (3) written examination

   It mainly tests the basic quality of candidates and their ability to analyze and solve practical problems by using relevant theories, knowledge and methods. The written test results will be published in China Netcom within 10 working days after the written test.

   (4) Qualification review

   For each position, the candidates for qualification review are determined according to the ratio of 5:1 from high to low in written test scores (all those with the same scores are included, the same below). Candidates for qualification review shall go to the designated place for qualification review with relevant certificates and materials according to the notification requirements published by China Netcom, and those who pass the review will enter the interview. For those who have not participated in or passed the re-examination, the candidates for qualification re-examination will be replenished in turn according to the ranking order of the written test results of the position.

   (5) Interview

   It mainly tests the comprehensive quality of candidates and their matching degree with recruitment positions.

   The comprehensive score of the examination is calculated according to the proportion of 50% in written test and 50% in interview. Within 10 working days after the interview, the scores, physical examination and other matters will be published on China Net.

   (6) Physical examination

   For each position, according to the order of comprehensive test scores from high to low, the physical examination candidates are determined according to the ratio of 1:1, and they are arranged to go to the designated hospital for physical examination. For those who did not participate, failed the medical examination or explicitly indicated that they would not participate in the medical examination, they will be replenished in turn according to the ranking order of the comprehensive test scores.

   (7) Investigation

   Those who pass the physical examination are listed as candidates for investigation and go to the school or unit where the candidates are located for investigation. Social workers who have worked in the current unit for less than 2 years need to go to their original units or other relevant units for extended inspection.

   (8) publicity

   Those who pass the inspection are determined to be the persons to be hired, and they will be publicized in China Netcom and Ministry of Human Resources and Social Security public institutions’ open recruitment service platform for 7 working days.

   (9) Employment

   If there is no objection after publicity, an employment contract will be signed, and those who pass the examination after the probation period will be formally employed.

   Fourth, the time schedule

   In early April, online registration and preliminary qualification examination were carried out.

   In mid-April, the results of preliminary qualification examination and written notice will be released for written examination and marking.

   In late April, the written test results, qualification review and interview notice will be released.

   In early May, organize an interview.

   In mid-May, the interview results, comprehensive examination results and the list of medical examiners were released, and the medical examination was organized.

   From the end of May to the beginning of June, organize an inspection of qualified personnel.

   In mid-June, the list of persons to be employed will be publicized. If there is no objection after publicity, the employment procedures will be handled according to regulations.

   V. Organizational leadership

   The open recruitment work is carried out under the unified leadership of the Office of the Central Network Information Office, and the cadre bureau of the Central Network Information Office will be responsible for the implementation in conjunction with relevant institutions.

   VI. Disciplinary requirements

   Open recruitment is carried out in strict accordance with the prescribed requirements and procedures, and the principles of openness, fairness and impartiality are adhered to. Staff should strictly abide by the discipline of cadres and personnel, especially strictly implement the confidentiality system and avoidance system. If there is any violation, it will be dealt with severely in accordance with relevant regulations. Applicants should consciously abide by the relevant regulations, and must not resort to deceit or engage in unorganized activities. Once found, they will be dealt with seriously in accordance with the Provisions on Handling Violations of Discipline and Discipline in Open Recruitment of Institutions.
