What is a blizzard warning? How to deal with it?

Blizzard refers to a snowfall process of natural weather phenomenon, which brings extreme invariance to people’s life and travel; There are strict regulations on the amount of snowfall in meteorology, which is completely different from the standard of rainfall. The amount of snow is a measure measured by meteorological observers after melting the collected snow in a certain standard container. There are strict regulations on the amount of snow in meteorology. Like rainfall, it refers to the amount of snow that falls in a certain period of time. When the snowstorm weather comes, the local government departments should make an emergency plan for snowstorm warning signals to remind people to take various countermeasures.

Blizzard is a natural phenomenon caused by a large amount of snowfall for a long time. Within 12 hours, the snowfall will reach more than 4 mm, and the meteorological department began to issue a blue warning signal for blizzard. Blizzard and its accompanying windy and cool weather have seriously affected or even destroyed lifeline projects such as transportation, communication and transmission lines. In case of snowstorm, kindergartens, schools and units should take temporary avoidance measures and suspend classes or business when necessary.

Blizzard warning signals are divided into four levels, which are represented by blue, yellow, orange and red respectively.

Blue: within 12 hours, the snowfall will reach more than 4 mm, or it has reached more than 4 mm and the snowfall continues, which may have an impact on traffic or agriculture and animal husbandry.

Yellow: The snowfall will reach more than 6 mm within 12 hours, or it has reached more than 6 mm and the snowfall continues, which may have an impact on traffic or agriculture and animal husbandry.

Orange: within 6 hours, the snowfall will reach more than 10 mm, or it has reached more than 10 mm and the snowfall continues, which may or has already had a great impact on traffic or agriculture and animal husbandry.

Red: The snowfall will reach more than 15mm within 6 hours, or it has reached more than 15mm and the snowfall continues, which may or has had a great impact on traffic or agriculture and animal husbandry.

  Main measures to prevent blizzard

  1. Patrol roads and repair them in time. In case of snowstorm, transportation, railway, electric power, communication and other departments should strengthen inspections, close icy roads when necessary, and ensure timely repair once roads, railways or lines are found broken by snow.

  2. Go out and keep warm and non-slip. In the face of blizzard weather, pedestrians should pay attention to cold and anti-skid, and choose shoes with good anti-skid performance when going on the road. It is not advisable to wear high heels or shoes with hard plastic soles. When the vehicle goes out, necessary anti-skid measures should be taken to install anti-skid chains for the vehicle.

  3. Blizzard raging, reinforcement and protection. Before or during the snowstorm, the temporary structures should be reinforced and protected in time to avoid being crushed by snow or even causing casualties.

  4. Because of the strong reflection of snow on sunlight, it is easy for drivers to be photophobic, shed tears and have poor eyesight (that is, snow blindness). Therefore, light-colored glasses should be worn while driving, and attention should be paid to rest.

  5. When parking on the ice and snow road, you should choose a sunny, sheltered, flat and dry place to park, and you should not be close to buildings, telephone poles or other vehicles to prevent sideslip.

How to Deal with Blizzard Disaster

  1. In case of dangerous old houses, it is necessary to evacuate in time. A flat roof of 50 square meters will bear about 2 tons of weight if the snow is one foot thick, so don’t stay in a weak building.

  2. Before the blizzard comes, it is necessary to reduce outdoor activities, especially to minimize the number of vehicles going out.

  3. Airports, expressways and ferry terminals may be suspended or closed. Residents should listen to and watch the snowstorm warning information released by the meteorological department in time before going out, so as to cancel and adjust their travel plans as needed.

  4. When going out, take measures to prevent cold, keep warm and prevent skid. Try not to wear hard soles or smooth shoes when walking. People of all ages and infirmities should go out as little as possible to avoid falling and catching cold. When approaching billboards, eaves, trees, etc., be careful to observe or bypass them, so as not to hurt people because of melting and falling of snow and ice.

  5. Non-motor vehicles should deflate the tires a little to increase the friction between the tires and the road surface. Drivers should listen to the instructions of the traffic police, obey the traffic guidance arrangements, drive slowly and keep a distance from the car in front. Slow down before turning the corner to avoid slamming on the brakes. If possible, install snow chains and wear colored glasses. After a traffic accident, obvious signs should be set at the rear of the scene to prevent serial crashes.

  6. If you are trapped by snow, you should call 110 and 119 for help as soon as possible and actively seek rescue.

  7. If the snow is too deep, you should clean the roof, scaffolding and other structures that are easily crushed by snow in time to avoid being crushed by snow. In addition, residents should actively cooperate with relevant departments to do a good job in cleaning the snow on roads and roofs near their homes or units.

  8. Transportation, railway, electric power, communications and other departments shall carry out inspection and maintenance of roads, railways and lines, and relevant departments shall make emergency preparations for coal, electricity and oil transportation in advance. Farming and pastoral areas and aquaculture should reserve feed in advance, prepare for snow disaster prevention and freezing injury prevention, and agricultural and pastoral areas that have suffered disasters should do disaster relief work in time.
