" From the end of July to the beginning of August, a team of investigation teams in Changsha walked through the streets in the scorching sun, went into villages and households, and went deep into the grassroots of enterprises to carry out socially recognized investigations in an orderly manner. According to the person in charge of Changsha Performance Appraisal Management Office, it is the first time in Changsha to let the grassroots directly evaluate the leading bodies of 96 municipal units on a large scale.

"The key is to implement the people’s right to speak, evaluate and supervise."
Carrying out performance appraisal in an all-round way, implementing the requirements of Scientific Outlook on Development, and realizing the goal of "sound and fast, taking the lead in development" are the strategic decisions made by Changsha Municipal Party Committee and Municipal Government. Chen Runer, member of the Standing Committee of Hunan Provincial Party Committee and secretary of Changsha Municipal Party Committee, stressed when discussing the implementation of performance appraisal and management at the Standing Committee of the Municipal Party Committee at the beginning of the year: "The key to performance appraisal is to implement the people’s right to speak, evaluate and supervise." According to the relevant regulations of Changsha Municipal Committee, the social recognition assessment, work objectives and self-construction constitute three major parts of performance appraisal, which directly affect the performance results of the leading bodies and cadres of the assessed units. Among them, the social recognition assessment weight of law enforcement supervision departments accounts for 35% of the basic points of performance appraisal, which fully reflects the determination and attitude of Changsha Municipal Committee and Municipal Government to implement the people’s right to speak, evaluate and supervise.
It is understood that the socially recognized assessment of the residents (villages) will be organized once in the middle and at the end of the year. The appraisal targets are the leading bodies of 96 municipal units that have been included in the performance appraisal, including economic management, social development, government affairs between the Party and the masses, and law enforcement supervision. By means of questionnaires, the respondents rated the work performance, work style, service quality and social image of the assessed units in four grades: satisfactory, relatively satisfactory, basically satisfied and dissatisfied. At the same time, the respondents can also make specific suggestions. A cadre in charge of a municipal unit attending a social evaluation forum said with deep feelings: the investigation highlights the recognition of the masses, which is to systematically urge cadres to look at the grassroots, think about the masses in their hearts, and sound alarm bells on their heads.

How can we effectively listen to the voice of the people, observe the public opinion, and find out the gap between the work of the municipal organs and the requirements of the people? "Randomness, objectivity, fairness and confidentiality directly determine the success or failure of the investigation", as the experts said at the first training meeting of socially recognized evaluation investigators. To this end, the Municipal Performance Appraisal Management Office and the Municipal Bureau of Statistics have carefully designed and strictly controlled the sample selection, investigation methods and team training.
It is understood that this socially recognized survey randomly selected 2,000 samples from each unit, and the samples were basically distributed in all districts and counties (cities), involving 57 communities (villages) in 55 townships (streets), 1,300 urban residents, 400 rural villagers, and 300 enterprises and institutions of various types such as industry, construction, real estate and service industries. In order to ensure the randomness of the samples, the survey samples are directly extracted from the database in an equidistant way, the samples of residents (villages) are directly extracted from communities (villages), and the samples of grassroots units and business leaders are directly extracted from units and enterprises. When the investigators make door-to-door investigations, they shall strictly follow the samples taken.
In this assessment, the main means of investigation is that investigators bring questionnaires to their homes, and at the same time, they set up points in Changsha Municipal Affairs Center and district/county (city) administrative centers to conduct investigations by using the flow of people in the administrative centers. According to the nature and characteristics of the work of the assessed units, this socially recognized survey not only makes an overall evaluation of all units, but also makes an element evaluation of 15 units closely related to people’s daily production and life and the city’s economic and social development, such as the Municipal Education Bureau and the Civil Affairs Bureau. Ordinary people can evaluate the specific work of these 15 units one by one, and they can also put forward opinions and suggestions. A retired veteran comrade of Lizishan Community Neighborhood Committee in Shazitang Street, Yuhua District said emotionally after the investigation: "I didn’t expect ordinary people to score the leading bodies of so many organs, which fully shows that the municipal party committee and municipal government are really listening to the voices of the masses."
According to reports, this assessment deployed 345 experienced investigators in all districts and counties (cities) and some townships (streets) to conduct household surveys. Before the social assessment was carried out, the professional backbone training of investigators was organized in a unified way, and then the training of grassroots investigators was organized in districts and counties (cities). The Municipal Performance Appraisal Management Office and the Municipal Bureau of Statistics also sent five investigation and supervision teams to the grassroots level to conduct business guidance, random supervision and investigation return visits. An investigator of Wangluyuan Street in Kaifu District said: "I have been engaged in statistical investigation for more than 20 years, and this time I feel the most stressful, demanding and solid!"

Organizers began to have a lot of worries and doubts about how the respondents responded to such a large-scale socially recognized assessment of the leading bodies of all municipal departments and whether they could support and cooperate. The investigation process shows that this kind of worry is unnecessary. The people cherish this opportunity to evaluate the party and government departments. At the investigation point of the municipal government affairs center, two comrades from a certain unit filled in the random questionnaire carefully, saying, "This is a good opportunity to express our opinions truly and directly, and we have the obligation to cooperate with the investigation."

Serving enterprises is an important responsibility of government departments, and listening to the evaluation opinions of enterprise leaders and managers is the focus of this survey. Many respondents not only filled in the questionnaire carefully, but also actively made suggestions, such as "the distance between street lamps along the main roads in urban areas can be appropriately increased to save electricity", "optimizing the layout of bus lines and stations to meet the requirements of big cities’ transportation" and "the key to solving the problem of excessive housing prices is to crack down on real estate speculation". A series of specific suggestions fully reflected the people’s eagerness to achieve "sound, fast and first development" in Changsha.
The survey results show that among the 96 municipal units, there are 63 units with satisfactory and relatively satisfactory rates above 75%, accounting for 65.63% of the total; 9 units with dissatisfaction rate above 5%, accounting for 9.38% of the total; The rate of ignorance is 19.84%; The average satisfaction score is 84.18. The relevant person in charge of the municipal performance appraisal management office told the reporter that the results of the first socially recognized evaluation in the city will be one of the important bases for the annual performance appraisal of the leading bodies of municipal units. At the same time, the evaluation results will be timely fed back to the assessed units, and they will be urged to find gaps and make rectification according to the evaluation results.
