Recently, the layout of the only domestic system, integration and largest digital integrated service platform in Shandong Province has been basically completed.
On July 21st, the People’s Hall of the Standing Committee of Shandong Provincial People’s Congress held a press conference on "Digital Shandong, Wisdom Leading the Future-Shandong Digital Integrated Service Platform Performance Authorization and Stage Achievements", which marked a new chapter in Shandong’s digital construction.
Previously, the General Office of the People’s Government of Shandong Province issued the Opinions on Supporting the Development of Digital Economy in Shandong Province on July 12, focusing on "digital industrialization and industrial digitalization", focusing on promoting the deep integration of the new generation of information technology and the real economy, actively cultivating new industries, new formats and new models, and broadening new space for economic development, aiming at giving full play to the basic role of data resources, promoting research and development of key technologies, expanding industrial scale, enhancing innovation ability, optimizing industrial structure, and turning digital industry into our province.
It is reported that as early as September 2014, China Digital Information and Security Industry Alliance was established, and Shandong Tangguan Qifu Digital Technology Co., Ltd., as the project undertaker, has completed the performance of provincial-level intellectual property rights of Shandong Digital Integrated Service Platform after four years of preparation, and signed a contract with the group headquarters as the provincial-level performance representative of Shandong Province in May this year.
With the theme of "Digital Shandong, Smart Future", this press conference introduced the provincial performance of the digital integrated service platform in Shandong Province. Zhou Yong, a second-class researcher of Qilu University of Technology (Shandong Academy of Sciences) and director of Shandong Ecological Civilization Research Center, was invited to give a keynote speech on "Building a Solid Foundation for Digital China with Digital Integrated Service Platform".
He believes that a large part of the construction of digital China and digital Shandong depends mainly on the invisible hand of the market, and a large part needs to be promoted by the government with the visible hand. The latter needs the government’s understanding, policies and funds in place before social institutions can keep up and seize opportunities. This is the symbolic work that social forces devote themselves to Shandong’s digital construction, which is conducive to accelerating the pace of Shandong’s digital economy construction and improving our province’s ranking in this respect in the country. In the report on the construction and development of digital China in 2018 released not long ago, Shandong Province ranks 10th in the level of informatization development of various provinces and cities. Therefore, it is urgent to redouble our efforts in cultivating new kinetic energy by informatization and promoting new development with new kinetic energy, make up the shortcomings, mobilize the strength of the whole society, vigorously develop the digital economy, and speed up the work of digital integrated services, so that the gap between ourselves and advanced provinces and cities will not widen.
With the solid and orderly promotion of the work of Shandong Tangguan Qifu Company, the layout of Jinan, Qingdao, Binzhou, Dezhou, Heze, Weifang, Yantai, Linyi, Zaozhuang and Zibo has been completed, and a comprehensive and brand-new deployment has been carried out in accordance with the requirements of the "new four modernizations" of the group headquarters. Wang Shengguang, general manager of Beijing Tangguan Tianlang Technology Development Co., Ltd. introduced that all the digital integrated service platforms of the company at present are a large-scale data service infrastructure project with completely independent intellectual property rights. They are socialized, commercialized, market-oriented and sustainable, which are based on digital technology, supported by information facilities and guaranteed by digital information security, and built on the platform of network computing and distributed computing in a virtualized environment.
2019 is the year of digital integrated service platform project construction. At present, the platform engineering construction has completed ten major projects: first, we have basically completed the structural development, application interface development and data standard work of the platform system; The second is to complete the construction of the intellectual property system of the project system and software, including dozens of patents and hundreds of software copyrights. Especially in terms of provincial-level intellectual property rights, 17 provinces have completed the implementation work. The third is to complete the development of a million-level talent database; The fourth is to complete the development of big data and digital economy curriculum system; Fifth, the world’s largest digital experience center has been built and put into operation for more than a year. This is also the only modern livelihood service demonstration system in China based on big data application; Sixth, the world’s first big data blockchain commercial street has been basically completed and will be put into operation soon; Seventh, the first digital double-creation park in China is under comprehensive construction, and the main project will be completed next month; Eighth, the central data center based on network computing and distributed computing has completed planning, design and basic research and development; Ninth, the project of socialized service platform for public resources. At present, the digital integrated service platform has been used as a digital integrated service platform for public resources of government public utilities, and has passed the declaration and examination of Beijing Development and Reform Commission, and has entered the publicity stage.
Regarding social benefits, Director Liu Jie of Shandong Tangguan Qifu Digital Technology Co., Ltd. emphasized that "Zhongshu Principal is not a virtual economy, not a network economy, but an economy extended from the platform". It is estimated that after the completion of the project, it will provide at least 120,000 jobs for our province, help 60,000 to 80,000 college students to organize and start businesses, provide at least 100,000 yuan of credit for 1.49 million small and medium-sized enterprises in Shandong Province, and increase the tax revenue of about 20 billion yuan, the investment of 330 billion yuan, and the value of 1 trillion yuan of fixed assets for Shandong Province, and generate 10 trillion yuan of operational value during the operation period (15 years), and at the same time realize the overall development of social economy, people’s livelihood and social security in Shandong Province
